Douglas County PUD Commissioners Jim Davis, Molly Simpson and Ron Skagen executed the following actions during the February 8, 2016 Commission meeting held at the District's East Wenatchee office:
Heard the bid opening results from bid document 15-30-D, supply and deliver two 115kV breakers for the Veedol Substation. The bids will be evaluated prior to a recommendation for contract award.
Approved award of contract 15-30-D, supply and deliver two 115kV breakers for the Veedol Substation to Anixter, Inc., the lowest responsive bidder. (16-018)
Authorized addendum No. 1 to bid document 16-02-D, supply and deliver two 115kV circuit switchers for the Veedol Substation to correct an error in the specifications. (16-019)
Approved a call for bids under bid document 16-09-D, provide pole testing and treating services. The District requires pole testing and treating for its distribution and transmission poles throughout the county on a periodic basis. (16-020)
Authorized a request for qualifications, RFQ 16-11-D, professional design services for transformer storage yard. The District needs to develop a contained storage site for transformers at its East Wenatchee office. (16-021)
Approved a rate adjustment for the professional service agreement with Electrical Consultants, Inc. This agreement allows for the fee schedule to be negotiated annually to reflect any increase in the cost of doing business. (16-022)
Authorized an IPTV transport rights agreements with Scripps Networks, LLC and Crown Media United States, LLC. These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (16-023-16-024)
Revised Schedule 6 of the Electric Distribution System Customer Service Policies. This revision would add two IPTV feeds and associated rates to meet the changing business needs of the DCCN. (16-025)
Approved purchase of real property from Pangborn Resources, LLC. The District has a need to upgrade and expand electrical system capabilities in the vicinity of Pangborn Airport and build a new substation in the area. (16-026)
Authorized acceptance of work and final payment to Reeves Lawn and Spray Service, LLC. Under contract 13-22-W, 2014 grounds maintenance. All work has been completed and determined to meet the bid specifications. (16-027)
Approved a call for bids under bid document 16-08-W, provide and install pond 1 bird exclosure at Wells Hatchery. The Wells Hatchery has a need to prevent predation by piscivorous birds on juvenile summer Chinook salmon in rearing pond 1. (16-028)
Authorized negotiation of professional service agreement for RFQ 15-25-W, engineering services for the replacement of the generator step-up transformers at the Wells Hydroelectric Project with Doble Engineering Company. (16-029)
Approved selection of and negotiation of a contract with National Information Solutions Cooperative (NISC) to provide the District with an integrated solution (RFP 15-22-D). The District's major software systems are provided by separate vendors and the District has little integration between them. The District has the potential to save time and money by leveraging a solution from a single vendor. A single vendor could provide deeper integration between major software functions at a lower cost. Authorized renewal of the business travel insurance with CIGNA. (16-031)
