Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Ron Skagen, Jim Davis and Molly Simpson executed the following actions during the June 22, 2015 Commission meeting held at the District's East Wenatchee office:

Heard the bid opening results for bid document 15-11-W, Methow River sediment control groin restoration project.

Awarded contract 15-11-W, Methow River sediment control groin restoration project to KRCI, LLC the lowest responsive bidder.  (15-103)

Authorized amendment No.1 to the Douglas County Matchmaker Weatherization Program agreement with Chelan-Douglas Community Action Council. An additional $20,000 will be used to complete projects in progress. (15-104)

Approved an interlocal agreement with the Port of Douglas County for PUD infrastructure at the Pangborn Airport Business Park.  This will allow the Port to pay the contribution-in-aid-of-construction costs over an eight year period. (15-105)

Authorized amendment No. 3 to the interlocal cooperative agreement for water utility billing and collection service Greater Bar Water District. The amendment extends the agreement to March 2017, adjusts the compensation rate and establishes a $5.54 per transaction for credit card payments. (15-106)

Approved participation in the Mid-Columbia Hourly Coordination 2015 Budget.  Grant PUD, acting as Hourly Coordination Central, provides services for the coordination of power generation for the Mid-Columbia PUDs. (15-107)

Authorized a one-year agreement with Washington State Department of Fish and Wildlife for the operation of hatchery programs as required by the Wells HCP, the Off-License Settlement Agreement, the Aquatic Settlement Agreement and the Interlocal Cooperative Agreements with Grant PUD. (15-108)

Approved an interlocal cooperative agreement with Chelan PUD for the Methow Fish Hatchery operation & maintenance and monitoring & evaluation costs. (15-109)

Authorized the 2015-2016 hatchery operation and maintenance budgets for the Wells and Methow hatcheries of $1,214,388 and $691,604 respectively. (15-110)

Approved the 2015-2016 Wells Hatchery white sturgeon rearing budget of $47,213. The Wells Aquatic Settlement Agreement and the Federal Energy Regulatory Commission License for the Wells Project require Douglas PUD to rear and release juvenile white sturgeon. (15-111)

Authorized amendment No. 7 to Agreement for Engineering Services with HDR Engineering under contract 11-13-W, engineering services related to the modernization of the Wells Fish Hatchery. This change would allow HDR to perform special material inspection and testing services and provide facility commissioning support for the District. This change increases the contract $240,000 bringing the total not to exceed limit to $4,918,100. (15-112)

Approved amendment No. 4 to agreement with Jacobs Engineering Group, inc. for consulting engineering services. This amendment will increase the not to exceed limit $500,000 for a total not to exceed limit of $5,000,000 for the three year contract. The increase is due to substantial engineering tasks that will affect the total amount of work invoiced under the contract. (15-113)

Authorized a call for buds under bid document 15-15-W, construct meeting room at the Wells Hydroelectric Project. The Wells Hydroelectric Project is in need of a meeting room large enough to accommodate all of the project employees in a single space.  (15-114)

Affirmed change order No. 1 to contract 14-12-W, construct Carpenter Island Boat Launch. Two large irrigation lines needed to be relocated. This change will increase the contract $25,877 bringing the total not to exceed limit to $2,422,277. (15-115)

Affirmed change order No. 1 to contract 15-01-W, provide and install replacement pond covers at the Methow Hatchery. This change extends the completion date 15 days to June 30, 2015 with no change to the cost. (15-116)

Affirmed change order No. 1 to contract 15-10-W, provide and install ponds 3 and 4 bird exclosures at the Wells Hatchery. Construction of two additional support towers and modified cabling design was necessary. This change will increase the contract $5,995 bringing the total not to exceed limit to $265,995. (15-117)

Approved change Order No. 5 to contract 13-01-W, fire protection and service water system upgrades.  Various changes were necessary for the proper installation of the system. This change will increase the contract $86,730 bringing the total not to exceed limit to $4,037,832. (15-118)

Authorized land use permits 27F-01 and 27F-02 with Michael and Shelli Petersen. The District's Land Use Policy requires adjacent land owners wishing to use properties associated with the Wells Hydroelectric Project to obtain approval through a District issued permit. These permits will allow a previously permitted temporary dock, residential landscaping and pedestrian access on District property. (15-119)

Approved Land Use Permit 10A-01 to the City of Pateros. This is a renewal of a Land Use Permit for a statue of a dog on a rock downstream of Pateros on District property. (15-120)

Authorized approval of Land Use Permit 370A-03 to the Kirk and Kim Conway. This is a renewal of a Land Use Permit for an existing dock and landscaping on District property. (15-121)

Approved Land Use Permit 58A-02 to the Mike and Kelsey Ward. This is a renewal of a Land Use Permit for an existing dock and landscaping on District property. (15-122)

Authorized interconnection and service agreement with Zirkle Fruit Company, Inc. as required by the Customer Service Policies, Section 37. (15-123)

Heard a report on the Douglas County Community Network. The network currently has 2,773 end users.

The next meeting of the Commission is scheduled for 1:30 p.m. July 13, 2015 at the District's East Wenatchee office.
