Douglas County PUD Commissioners Ron Skagen, Jim Davis and Molly Simpson executed the following actions during the September 14, 2015 Commission meeting held at the District's East Wenatchee office:
Opened bids under bid document 15-19-W, Methow boat launch maintenance dredging. The apparent low bid was received from Pacific Pile and Marine of Seattle. The bids will be evaluated prior to a recommendation for contract award.
Awarded Line Foreman Randy Riggs with his twenty year service award. Commissioner Skagen thanked Randy on behalf of the citizens of Douglas County for his years of service. Randy thanked the Commission and said "This is a good place to work. I work with a good group of people. Twenty years have gone by in the blink of an eye."
Reviewed previously opened bids 15-16-D, construct Bridgeport equipment storage building and 15-21-D, installation of circuit switcher foundations at Terry Substation. All bids will be evaluated prior to a recommendation for contract award.
Authorized the annual renewal for Directors and Officers and Employment Practices Liability Insurance with AIG. (15-165)
Approved renewal of Fiduciary Liability Insurance with AIG. (15-166)
Authorized the renewal of Non-owned Aircraft Liability Insurance with Starr Aviation. (15-167)
Approved a weatherization agreement with the Chelan-Douglas Community Action Council. Douglas PUD has participated in the Washington State Department of Community Development's Energy Matchmaker Low Income Weatherization Program through the Chelan-Douglas Community Action Council since 1988. Douglas PUD will contribute $60,000 for 2016. The program utilizes matching funds to weatherize houses for low-income residents of Douglas County. (15-168)
Declared a special market condition to purchase used transformers for Orondo Substation. These two transformers will prevent overloading during winter peaks, fit on the existing transformer pads and are at a significant savings to purchasing new. (15-169)
Authorized acceptance of work and final payment to Electrical Power Products Inc. under contract 15-13-D, supply and deliver control and relay panels for Terry Substation. All work has been completed and determined to meet the bid specifications. (15-170)
Approved award of contract 15-16-D, construct Bridgeport equipment storage building to Black Rock Construction and Development LLC, the lowest responsive bidder. (15-171)
Authorized a request for proposals 15-22-D, integrated software solution. The District's major software systems are provided by separate vendors and the District has little integration between them. The District has the potential to save time and money by leveraging a solution from a single vendor. A single vendor could provide deeper integration between major software functions at a lower cost. Approved a call for bids under bid document 15-23-D, supply and deliver two 115-13.2KV, 42MVA substation transformers. These will be placed where load growth is anticipated in the Battermann Industrial Park area. (15-173)
Authorized change order No. 3 to contract 14-12-W, construct Carpenter Island boat launch. Changes include repairing a sinkhole, access road work, and installing piling cover plates at a total cost of $17,221. (15-174)
Affirmed change order No. 2 to contract 15-10-W, provide and install Ponds 3 and 4 bird exclosures at Wells Hatchery. This will extend the completion date to September 30, 2015. (15-175)
Affirmed addendum No. 1 to bid document 15-19-W, Methow Boat Launch Maintenance Dredging. This extends the bid opening date to September 14, 2015 and included details for the project. (15-176)
Approved amendment No. 1 to the professional service agreement with the Washington State Department of Fish and Wildlife. This will increase of scope of the Hatchery M&E Implementation Program to include spawner surveys in the Chewuch River at a cost of $26,572. (15-177)
Authorized an agreement with the US Geological Survey for Water temperature Data Collection 2016-2019. The Wells Project license requires Douglas PUD to monitor water temperatures at boundary locations on the Wells Project and the Wells Forebay. The U.S. Geological Survey (USGS) has conducted this work for the District since 2013. Data collected by USGS meets stringent quality assurance and quality control requirements. (15-178)
Declared miscellaneous items of personal property as surplus to the needs of the District, and authorized the sale of those materials by public auction. The sale, handled by the Chuck Yarbro Auctioneers, is scheduled for Saturday, September 26th. (15-179)
Approved Land Use Permit 82-01 to Marty Wick. This Land Use Permit will allow planting of nursery stock on District property. (15-180)
Approved Land Use Permit 130-01 to Catherine Cartwright. This is a renewal of a Land Use Permit to allow agricultural use on District property. (15-181)
Heard a report on the Douglas County Community Network. The network currently has 2,901 end users.
The next meeting of the Commission is scheduled for 1:30 p.m. September 28, 2015 at the District's East Wenatchee office.
