Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Ron Skagen, Jim Davis and Molly Simpson executed the following actions during the October 26, 2015 Commission meeting held at the District's East Wenatchee office:

Reviewed bid opening for bid document 15-23-D, supply and deliver two 115-13.2 kV, 42 MVA substation transformers. The apparent low bid was received from WEG Electric Corp. of Duluth, GA. The bids will be evaluated prior to a recommendation for contract award.

Declared Orondo transformers surplus and authorized sale. The two substation transformers at Orondo Substation were manufactured in 1954 and have exceeded the estimated 40 year operating life. These are being replaced by two larger transformers better suited to carry the winter peak loads. Transformer Network Inc. will pay fair market value of $10,000 for each transformer. (15-203)

Revised Schedule 6 of the Electric Distribution System Customer Service Policies. This revision would  add a bulk fiber rate to meet the changing business needs of the DCCN. (15-204)

Authorized change order No. 1 to contract 15-16-D, construct Bridgeport equipment storage building. The change includes adding gutters and insulation and changing the overhead door tracks for better clearance. This change will increase the contract $19,566 bringing the total cost of the contract to $126,566. (15-205)

Authorized a renewable energy certificate purchase and sale agreement with ACT Commodities Inc. Under this arrangement ACT Commodities has the right to claim and report non-power attributes associated with the District's share of the output from Rocky Reach Project occurring during calendar years 2011-2014. Affirmed change order No. 2 to contract 14-03-W, modernize five passenger elevators at the Wells Hydroelectric Project. Necessary for various changes needed for the proper installation of the work. These changes decrease the contract $613 bringing the total not to exceed limit to $809,567. (15-207)

Approved acceptance of work and final payment to Inland Elevator for work under contract 14-03-W, modernize five passenger elevators at the Wells Hydroelectric Project. All work has been completed and determined to meet bid specifications. (15-208)

Authorized acceptance of work and final payment to KRCI, LLC. for work under contract 15-11-W, Methow River sediment control groin restoration project. All work has been completed and determined to meet bid specifications. (15-209)

Approved acceptance of work and final payment to Wesslen Construction, Inc. for work under contract 15-10-W, provide and install Ponds 3 and 4 bird exclosures at Wells Hatchery. All work has been completed and determined to meet bid specifications. (15-210)

Authorized request for qualifications 15-25-W, engineering services for the replacement of the generator step-up transformers at the Wells Hydroelectric Project. (15-211)

Approved a call for bids under bid document 15-26-W, building maintenance for the East Wenatchee headquarters facility. (15-212)

Authorized amendment No. 6 to the agreement with Jacobs Engineering Group, Inc. for consulting engineering services. This amendment will increase the not to exceed limit $2,000,000 for a total not to exceed limit of $7,000,000. The agreement is for "on-call" engineering and the scope of services varies from year-to-year depending on the District's needs for Wells Project operations.    (15-213)

Approved letters to and continuation of an agreement with the U.S. Geological Survey, United Stated Department of the Interior relative to 2015-16 river-gaging station maintenance and operation costs. River gaging is related to the operation of the Wells Hydroelectric Project and the cost is not to exceed $27,210. (15-214)

Approved the purchase of real property from Global Ag Properties USA, LLC . This property is necessary for the completion of infrastructure improvements for the Wells Hatchery modernization project. (15-215)

Authorized renewal of property insurance coverage with Ace American Insurance Company and Liberty Mutual Insurance Company. (15-216)

Approved a settlement with ACE American Insurance Company in regard to wind damage to the Methow Hatchery. The pond covers and bird netting were damaged in an August 2014thunderstorm. (15-217)

Authorized a Professional Service Agreement with Badger Mountain Productions. Douglas PUD has a need to document District activities on an ongoing basis. (15-218)

Accepted bids received for Douglas PUD surplus items sold by Chuck Yarbro Auctioneers. The auction raised $54,905 for Douglas PUD. (15-219)

The next meeting of the Commission is scheduled for 1:30 p.m. November 9, 2015 at the District's East Wenatchee office.
