Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Ron Skagen, Jim Davis and Molly Simpson executed the following actions during the December 28, 2015 Commission meeting held at the District's East Wenatchee office:

Conducted a public hearing for questions regarding Local Utility District No. 1 of Douglas County for the Rio Vista Street Assessment Roll. No one being present with questions regarding the assessment and having received no other form of comment, the Commission declared the hearing closed. The Assessment Roll for 2016 is $28.00 per lot.

Authorized purchase of pollution legal liability insurance with AIG Specialty Insurance Company. The general liability insurance no longer includes coverage for pollution related remediation costs. (15-250)

Approved amendment No. 6 to professional service agreement with The Master's Touch, LLC, for printing and mailing services for the District's customer billings. This will renew the agreement for a one-year period ending December 31, 2016 with a not to exceed limit of $55,000. (15-251)

Authorized change order No. 2 to contract 15-16-D, construct Bridgeport equipment storage building. The change extends to completion date to February 29, 2016 due to adverse weather conditions. There is no change in the not to exceed limit of $126,566. (15-252)

Approved a call for bids under bid document 15-30-D, supply and deliver two 115kV breakers for the Veedol Substation which will be located near Battermann Industrial Park. (15-253)

Authorized an agreement with Avista Corporation Inc. for purchase and sale of power during 2016. (15-254)

Approved a twenty-year agreement for transmission and distribution service (Transmission Agreement) with Reclamation and Greater Wenatchee Irrigation District to replace the 1964 Agreement.  (15-255)

Authorized agreement for maintenance of facilities with Greater Wenatchee Irrigation District. The term of this agreement will coincide with the term of the Transmission Agreement. (15-256)

Authorized the funding request of North Central Educational Service District (NCESD) in the amount of $26,856.63 for the 2015-2016 school year. In effect since 1988, agreements between Douglas PUD and NCESD have been established to provide educational curriculum for every kindergarten through fifth grade student in Douglas County. Classes pertain to electrical generation, electric distribution, conservation, safety and wise use of water resources. This funding also provides for fourth grader participation in the River of Power program. (15-257)

Authorized IPTV transport rights agreements with KXLY-TV.  These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (15-258)

Affirmed change order No. 5 to contract 14-12-W, construct carpenter Island boat launch. The change will allow for multi-beam sonar to be used in the final post-dredge survey rather than single-beam sonar. This change will increase the cost of the contract $9,867 bringing the total not to exceed cost to $2,449,365. (15-259)

Awarded contract 15-24-W , rehabilitate Unit 4 trashracks at the Wells Hydroelectric Project to Hancock Sandblast and Paint, LLC the lowest responsive bidder.  (15-260)

Authorized award of contract 15-26-W, building maintenance for the East Wenatchee Headquarters facility to ABM Janitorial Services – South Central Inc. As authorized by RCW 54.04.080, if a responsive bid is not received, the commission may negotiate a contract for such work to be performed by others, in lieu of readvertising. The negotiated expenditure for this service for 2016 is $61,789.68. (15-261)

Approved change order No. 2 to contract 14-19-W, Wells Hatchery modernization. The changes address constructability issues due to onsite conditions. The changes will increase the contract $41,552 for a new total not-to-exceed cost of $35,872,570. (15-262)

Approved a professional service agreement with Biomark, Inc. for PIT tags and related detection equipment and services for 2016 at a cost not to exceed $382,123 and expiration date of December 31, 2016. (15-263)

Authorized a professional service agreement with the Okanagan Nation Alliance for the operational deployment and assessment of the Okanagan Fish Water Management Tool as called for in the Wells Habitat Conservation Plan. This agreement will not exceed $289,232 Canadian dollars and will conclude December 31, 2016. (15-264)
