Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis, Molly Simpson and Ron Skagen executed the following actions during the September 12, 2016 Commission meeting held at the District's East Wenatchee office:

Executive Assistant Nancy Van Hoven with her thirty-five year service award. Commissioner Davis thanked Nancy on behalf of the citizens of Douglas County for her years of service. Nancy thanked the Commission and said "It is an honor and privilege to work at Douglas PUD."

Awarded Utilityman II Jerry Nolin with his twenty year service award. Commissioner Davis thanked Jerry on behalf of the citizens of Douglas County for his years of service. Jerry thanked the Commission and said "It's been a good time.  I love working here."

Awarded Journeyman Electrician Kyle Wilfong with his twenty year service award. Commissioner Davis thanked Kyle on behalf of the citizens of Douglas County for his years of service. Kyle thanked the Commission and said "It's a great place to work and I enjoy everyone here."

Authorized the annual renewal for Directors and Officers and Employment Practices Liability Insurance with AIG. (16-133)

Approved renewal of Fiduciary Liability Insurance with AIG.  (16-134) 

Authorized the renewal of Non-owned Aircraft Liability Insurance with Starr Aviation.  (16-135)

Approved a weatherization agreement with the Chelan-Douglas Community Action Council.  Douglas PUD has participated in the Washington State Department of Community Development's Energy Matchmaker Low Income Weatherization Program through the Chelan-Douglas Community Action Council since 1988.  Douglas PUD will contribute $60,000 for 2017. The program utilizes matching funds to weatherize houses for low-income residents of Douglas County.  (16-136)

Revised schedule 6 of the Electric Distribution System Customer Service Policies. This revision would create a monthly rate for colocation of a microwave antenna on District facilities to meet the changing business needs of the DCCN. (16-137)

Authorized a request for qualifications 16-27-W, furbearer trapping at the Wells Hatchery, Methow Hatchery and on the Wells Reservoir for 2016-2017.  Mink, raccoon and otter prey on salmon and steelhead at District fish rearing facilities and beaver drop trees at fish hatchery facilities located on the Chewuch, Twisp and Methow rivers. It is also necessary to remove beaver from the Wells Reservoir to protect shoreline habitat. (16-138)

Approved a call for bids under bid document 16-28-W, addition of West Embankment Piezometers for the Wells Hydroelectric Project. The District will install six piezometers in the west embankment of the Wells Hydroelectric Project to monitor embankment pressures as part of the District's Dam Safety Surveillance and Monitoring Plan. (16-139)

Authorized NWPP agreement to form and appoint designated representative for frequency response sharing group. This would allow Balancing Authorities to pool their resources and achieve compliance with the new reliability standard as a group. (16-140)

Approved Land Use Permit 356A-02 to Dickhaut and Scott. The permit is for continued use of Project lands formerly permitted to the previous property owners for an existing dock, bulkhead and lawn on District property. (16-141)

Declared miscellaneous items of personal property as surplus to the needs of the District, and authorized the sale of those materials by public auction. The sale, handled by the Chuck Yarbro Auctioneers, is scheduled for Saturday, September 24th.  (16-142)

Authorized intervention in a proceeding before the Federal Energy Regulatory Commission involving a proposed project in Douglas County. The District needs to file a motion to intervene with FERC so it can address any concerns and be part of the licensing process. (16-143)

Approved the District's sale of Wells Project output to the Purchasers. The terms and conditions make adequate provision for the power and energy needs of the District. The Wells Project Power Sales Contract will provide consistent and predictable revenue sufficient to meet District financial needs. (16-144)
