Douglas County PUD Commissioners Jim Davis, Molly Simpson and Ron Skagen executed the following actions during the November 28, 2016 Commission meeting held at the District's Bridgeport office:
Held the second of two public hearings on the proposed electric and water rate adjustments. No members of the public were present and no additional written comments have been received. The hearing was closed.
Established the assessment roll of Local Utility District (LUD) No. 1 of Douglas County, the Rio Vista Street Lighting System. The public hearing date is set for December 12, 2016 at 1:30 p.m. in the East Wenatchee office. Any lot owner in the LUD area wishing to comment on the assessment may do so in writing prior to that time or by attending the hearing in person. (16-195)
Authorized amendment No. 10 to Professional Service Agreement with Commonwealth Associates, Inc. under contract 10-13-D, consulting engineering services for Douglas-Rapids 230 kV Transmission Line Project. Re-alignment of the Eastmont to Hanna transmission line will require changes to the Douglas to Rapids transmission line. This change will increase the not-to-exceed amount $155,802 for a total not-to-exceed cost of $2,971,995. (16-196)
Authorized a call for bids under bid document 16-32-W, 2017-2018 heavy equipment services for the Wells Hydroelectric Project. The District periodically requires heavy equipment services to perform scheduled, unscheduled and emergency work at various locations of the Wells Hydroelectric Project. (16-197)
Approved the award of contract 16-25-W, Hatchery Wells and Pump Maintenance to Irrigation Technology and Control, Inc. the only responsive bidder. (16-198)
Approved a professional service agreement with the Trapper Man for furbearer trapping services 2016-2017. The District has a need to trap beaver damaging riparian habitat on the Wells Reservoir and furbearers preying on salmon and steelhead at Wells Hatchery. (16-199)
Affirmed the Mid-Columbia Coordination cost sharing agreement. The three utilities will share the costs of certain products and services to develop a successor agreement to the 2004 agreement which will expire June 30, 2017. (16-200)
Authorized engagement letters with Cordell, Neher & Company for deferred compensation plan administration. (16-201)
Authorized purchase of pollution legal liability insurance with Chubb. The general liability insurance no longer includes coverage for pollution related remediation costs. The District has exposure to pollution related events and desires to maintain coverage. (16-202)
Authorized the renewal of excess liability insurance coverage with AEGIS Insurance Services and Energy Insurance Mutual. (16-203)
Approved general liability and automobile insurance coverage with Everest National Insurance Company. (16-204)
Commended Commissioner T. James Davis for loyal and dedicated service to the Public Utility District No. 1 of Douglas County, Washington. The loyalty and dedication of Commissioner Davis have caused the District to enjoy a high degree of success and the respect of its customer owners and the utility industry. (16-205)
Rescheduled the December 26th Commission Meeting to Tuesday, December 27th due to the observed holiday.
The next meeting of the Commission is scheduled for 1:30 p.m. December 12, 2016 at the District's East Wenatchee office.
