Douglas County PUD Commissioners Jim Davis, Molly Simpson and Ron Skagen executed the following actions during the March 28, 2016 Commission meeting held at the District's East Wenatchee office:
Opened bids under bid document 16-08-W, provide and install pond 1 bird exclosure at Wells Hatchery. All bids will be evaluated prior to bid award.

Awarded System Operator Jaydee Schriver with his twenty year service award. Commissioner Skagen thanked Jaydee on behalf of the citizens of Douglas County for his years of service. Jaydee thanked the Commission.
Rejected bids under bid document 16-01-D, supply and deliver 15kV vacuum circuit breakers for the Veedol Substation. None of the bids complied with the bid specifications. (16-047)
Approved a call for bids under bid document 16-17-D, supply and deliver 15kV vacuum circuit breakers for the Veedol Substation which will be located near Battermann Industrial Park. (16-048)
Authorized a call for bids under bid document 16-03-D, supply and deliver control and relay panels for the Veedol Substation which will be located near Battermann Industrial Park. (16-049)
Approved addendum No. 1 to bid document 16-04-D, supply and deliver tubular steel for the Veedol Substation. This addendum will clarify a bid specification. (16-050)
Authorized execution of intent to grant easement with Western Sunset 2 LLC. Necessary for the new substation which will be located near Battermann Industrial Park. (16-051)
Approved amendment No. 9 to Professional Service Agreement with Commonwealth Associates, Inc. under contract 10-13-D, consulting engineering services for Douglas-Rapids 230 kV Transmission Line Project. Necessary due to extra work caused by an extended National Environmental Policy Act process for the Rapids to Columbia Transmission Line project. This amendment increases the not to exceed limit $290,817 bringing the total not to exceed limit for the Rapids to Columbia Transmission Line portion to $1,333,876. (16-052)
Affirmed change order No. 4 to contract 14-19-W, Wells Hatchery modernization. Necessary to address several constructability issues. This change order increases the not to exceed limit $97,400 bringing the total not to exceed limit to $36,005,496. (16-053)
Authorized a professional service agreement with LGL Limited for Pacific lamprey and Bull Trout studies. Both studies are requirements of either the Wells Project license or the Bull Trout Management Plan. The studies utilize similar equipment, personnel and methodology. This agreement including both studies will not exceed $407,637 and will conclude October 31, 2017. (16-054)
Approved a professional service agreement with Doble Engineering Company for engineering services for the replacement of the generator step-up transformers at the Wells Hydroelectric Project (RFQ 15-25-W). The cost is not to exceed $200,000 and will expire September 30, 2018. (16-055)
Authorized negotiation of professional service agreement for RFQ 16-11-D, professional design services for transformer storage yard. The District needs to develop a contained storage site for transformers at its East Wenatchee office. (16-056)
Approved a request for proposals 16-15-W, auditing services for the Wells Hydroelectric Project. The District requires the services of an independent auditor for the Wells Hydroelectric Project's year-end financial report. (16-057)
Authorized disposal of obsolete office furniture. These items are non-usable, of no value, and unsuitable for sale at a surplus auction. (16-058)
The next meeting of the Commission is scheduled for 1:30 p.m. April 11, 2016 at the District's East Wenatchee office.
