Anadromous Fish Agreement and Habitat Conservation Plan

The Wells HCP Tributary Committee is composed of representatives of parties signatory to the Wells Anadromous Fish Agreement and Habitat Conservation Plan (HCP), including Public Utility District No. 1 of Douglas County, Washington (Douglas PUD), the United States Fish and Wildlife Service, the National Marine Fisheries Service, the Washington Department of Fish and Wildlife, the Confederated Tribes of the Colville Reservation, and the Confederated Tribes and Bands of the Yakama Nation.  The Tributary Committee oversees implementation of the Tributary Conservation Plan of the Wells HCP.  Under the Tributary Conservation Plan, Douglas PUD provides a Plan Species Account to fund projects for the protection and restoration of habitat for HCP Plan Species (spring and summer/fall Chinook, sockeye, and coho salmon; and steelhead) within the Columbia River Watershed (from the tailrace of Chief Joseph Dam to the tailrace of Wells Dam), and the Methow and Okanogan watersheds.  The Plan Species Account compensates for up to two percent assumed mortality of adult and/or juvenile Plan Species resulting from passage through the Wells Hydroelectric Project.  The Wells HCP Tributary Committee is charged with the task of selecting projects and approving project budgets from the Plan Species Account for purposes of implementing the Tributary Conservation Plan.
