Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Ronald E Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the September 23, 2019 Commission meeting held at the District's East Wenatchee office:

Conducted a hearing for the 2019 Update to the Integrated Resource Planning Study. One member of the public asked clarifying questions. With no other comments received, Commissioner Simpson declared the hearing closed.

Approved the adoption of a 2019 Update to the Integrated Resource Planning Study.  The Integrated Resource Plan evaluates the full range of energy alternatives, including conservation and renewable generation in order to provide adequate and reliable service to customers at the lowest system cost. Authorized a weatherization agreement with the Chelan-Douglas Community Action Council.  Douglas PUD has participated in the Washington State Department of Community Development's Energy Matchmaker Low Income Weatherization Program through the Chelan-Douglas Community Action Council since 1988.  Douglas PUD will contribute $60,000 for 2020. The program utilizes matching funds to weatherize houses for low-income residents of Douglas County. (19-113)

Declared miscellaneous items of personal property as surplus to the needs of the District, and authorized the sale of those materials by public auction. The sale, handled by the Chuck Yarbro Auctioneers, is scheduled for Saturday, September 28th. (19-114)

Awarded contract 19-24-D, supply and deliver tubular poles for Rapids Switchyard to General Pacific, Inc. the lowest responsive bidder. (19-115)

Approved a call for bids under bid document 19-27-D, supply and deliver compact 1100 kcmil EPR primary underground cable. (19-116)

Authorized negotiation with Tripwire under RFP 19-21-W, Cybersecurity- Cyber System configuration monitoring and management solution. Necessary for regulatory compliance. (19-117)

Approved a call for bids under bid document 19-26-W, 15T compact rough terrain mobile crane for the Wells Hydroelectric Project. (19-118)

Authorized Interagency Agreement with Washington Department of Fish and Wildlife to increase Chinook abundance. Southern Resident Orca populations feed primarily on Chinook salmon. The District submitted a proposal to Washington State Department of Fish and Wildlife to rear and release 500,000 summer Chinook salmon at the Wells Hatchery for two years at a cost of $175,000 per year. Approved agreement for professional services with Biomark, Inc. with regard to 2020 Survival Study for Wells Hydroelectric Project. Biomark, Inc. will be responsible for PIT tagging and biological support services required for the 2020 Survival Study as required by the Wells Habitat Conservation Plan.  This contract will not exceed $657,238 and will expire December 31, 2020. Authorized sale of District property and granting of a two year construction easement to the Washington State Department of Transportation. Necessary for construction of a roundabout at the intersection of 35th St and Sunset Highway adjacent to a District substation. (19-121)

Approved renewal of Information Security and Privacy Liability Insurance with Beazley. (19-122)

Authorized a private sidetrack agreement with Cascade and Columbia River Railroad Company. Necessary to transport heavy equipment and materials to and from the Wells Hydroelectric Project. (19-123)

Heard a report on the Douglas County Community Network. The network currently has 5,087 end users.

The next meeting of the Commission is scheduled for 1:30 p.m. October 14, 2019 at the District's East Wenatchee office.
