Douglas PUD Commission Meeting Report

​​Douglas County PUD Commissioners Ronald E Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the March 9, 2020 Commission meeting held at the District's East Wenatchee office:

Opened bids under bid document 20-05-W, Hatchery Well and Pump Maintenance. All bids will be evaluated prior to award recommendation.

Heard bid opening results for bid document 20-03-W, Rehabilitate Unit 3 Trashracks at the Wells Hydroelectric Project. All bids will be evaluated prior to award recommendation.

Authorized renewal of contract 19-04-D, provide Distribution Tree Trimming Services for an additional year with Asplundh Tree Expert, LLC. This contract will not exceed $600,000 and will expire April 30, 2021.(20-040)

Approved amendment No. 1 to the professional service agreement with Perteet under contract 19-17-D. This amendment will incorporate a revised rate schedule. (20-041)

Authorized a rate adjustment for professional service agreement with Electrical Consultants Inc. as allowed by contract.​​ (20-042)

Approved amendment No. 2 to professional service agreement with Washington State Department of Fish and Wildlife for marking and tagging hatchery fish. This amendment will extend the term to June 30, 2020 and increase the not-to-exceed cost $190,997. (20-043)

Authorized a professional service agreement with Columbia Research Specialists, LLC for pikeminnow removal as required by the Wells Habitat Conservation Plan.  The contract is not to exceed $145,000 for the first year of the three year contract. (20-044)

Authorized change order No. 87 to contract 06-41-W, generator rebuild and unit refurbishment for the Wells Hydroelectric Project. These changes include Unit 2 spare wicket gates, Draft Tube and Thrust Bed repairs, extra work on the oil head and for Unit 3 Rotor refurbishment engineering. This will increase the contract by $549,894 for a total not-to-exceed amount of $205,121,080. (20-045)

Approved the notice to proceed for the sixth unit generator work under contract 06-41-W, generator rebuild and unit refurbishment for the Wells Hydroelectric Project with Toshiba American Energy Systems. (20-046)

Authorized award of contract 20-03-W, rehabilitate Unit 3 trashracks at the Wells Hydroelectric Project to Toshiba American Energy Systems, the lowest responsive bidder. (20-047)

Approved amendment No. 1 to professional service agreement with HDR Engineering. This amendment will incorporate a revised rate schedule as allowed by contract. (20-048)

Declared the 1999 Hyster model H40XM forklift equipment No. 60051 surplus and authorized sale at public auction. The equipment has reached the end of its useful like and is no longer useful for hatchery purposes. (20-049)

Approved an increase to the authorized amount of the Legal Services Agreement with the law firm of Paine Hamblen. This agreement will not exceed $60,000 and will conclude December 31, 2021. (20-050)

Authorized closure of the Wells Hydroelectric Project Revolving Fund. The new accounting software is better suited for the reimbursement process. (20-051)

The next meeting of the Commission is scheduled for 1:30 p.m. March 23, 2020 at the District's East Wenatchee office.
