Douglas County PUD Commissioners Molly Simpson, Ronald E Skagen and Aaron J. Viebrock executed the following actions during the May 11, 2020 Commission meeting held at the District's East Wenatchee office:
Approved an increase to the authorized amount of the Legal Services Agreement with the law firm of Paine Hamblen. This agreement will not exceed $100,000 and will conclude December 31, 2021. (20-079)
Authorized amendment No. 5 to the interlocal cooperative agreement for water utility billing and payment collection with Greater Bar Water District. The amendment extends the agreement to March 2023 and adjusts the compensation rate for billing and payment services. (20-080)
Affirmed change order No. 2 to contract 19-33-D, construct Rapids Switchyard Phase 3. Changes include extending the schedule and additional personnel and equipment time due to the delay of steel structure arrival. This will increase the contract $15,572. (20-081)
Approved an interlocal cooperative agreement with Chelan PUD for Chinook broodstock collection at Wells Hatchery. This agreement provides cost savings to both utilities by allowing the District to defray some of its operating costs at the Wells Hatchery while also providing Chelan PUD with a reliable source of broodstock for their program. Authorized change order No. 88 to contract 06-41-W, generator rebuild and unit refurbishment for the Wells Hydroelectric Project. These changes include spare rotor parts, servo motors, lower bracket support crack repairs and machining and replacement rotor pole bodies. This will increase the contract by $1,374,062 for a total not-to-exceed amount of $212,522,773. (20-083)
Approved change order No. 3 to contract 17-01-W, upgrade the 300T Gantry Crane at the Wells Hydroelectric Project. Changes include refurbishing the existing gantry drive gear case assembly. This change will increase the contract $61,010 bringing the total not-to-exceed cost to $8,168,513 and extends the completion date to September 30, 2020. (20-084)
Authorized acceptance of work and final payment to Rogers Machinery under contract 19-35-W, air compressor addition at the Wells Hydroelectric Project. All work is complete and determined to meet bid specifications. (20-085)
Approved a power purchase agreement with Portland General Electric. The District desires to make the most effective use of its surplus capacity and the non-carbon attributes from its share of the Wells Project and to optimize generating assets in real-time. (20-086)
Authorized addendum No. 8 under 1996 Operating and Service Agreement dated September 23, 1996 with Okanogan County PUD. This addendum will modify the agreement's services compensation and allows Portland General Electric to act as an agent. (20-087)
Heard a report on the Douglas County Community Network. The network currently has 5,611 end users.
Rescheduled the May 25th Commission due to the Memorial Day holiday. The next meeting of the Commission is scheduled for TUESDAY,1:30 p.m. May 26, 2020 at the District's East Wenatchee office. The District Office is closed to the public in response to the COVID-19 guidance from Governor Inslee.
