Douglas PUD Commission Meeting Report

​Douglas County PUD Commissioners Molly Simpson, Ronald E Skagen and Aaron J. Viebrock executed the following actions during the August 24, 2020 Commission meeting held at the District's East Wenatchee office:

Authorized Note No. 6 loan from the Electric Distribution System Capital Project Revolving Loan Fund to the Wells Hydroelectric Project for construction capital and to call the 2010C bonds. (20-145)

Amended Resolution No. 20-098, surplus and salvage of Distribution transformers and regulators. Due to a calculation error in the quantities of equipment sent for salvage, the District received $340 less than originally estimated. (20-146)

Authorized pursuing condemnation for transmission line easements with Mike Rolon. The District is interested in obtaining an easement for the 230kV transmission line from the Rapids Switchyard to BPA's Columbia Substation. (20-147)

Approved land use permit 622-01, City of Brewster. The permit is for use of Project lands for operation of the City sewage treatment plant. (20-148)

Authorized land use permit 658-01, Coulee Dam Federal Credit Union. The permit is for use of Project lands for landscaping and an irrigation system. (20-149)

Approved land use permit 717A-02, Peter Crane DBA Gamble Crane Properties LLC. The permit is for use of Project lands for continued operation of existing commercial orchards, boat dock, gravel launch, residential landscaping and irrigation pump. (20-150)

Authorized land use permits 725-01 and 725-02, Peter Crane DBA C&S Orchards. The permit is for use of Project lands for existing commercial orchard operations. (20-151)

Approved land use permit 731-02, Peter Crane DBA KRC Orchards. The permit is for use of Project lands for existing single use dock and access path. (20-152)

Authorized a master intergovernmental cooperative purchasing agreement with OMNIA Partners. This would provide an opportunity to procure material, equipment and supplies utilizing nationally leveraged and solicited purchasing contracts. (20-153)

Approved renewal of Information Security and Privacy Liability Insurance with Beazley. (20-154)

Received the preliminary budgets for the Distribution System and Wells Hydroelectric Project for calendar year 2021.

The preliminary Distribution System budget includes a previously approved  3% increase in KWH charge for the highest two usage tiers of the General Service schedule (over 25,000 KWH).  Data Centers will see a 5% increase January 1 and July 1 and Cryptocurrency customers a 10% increase January 1 and July 1 for their rate schedules. Working capital is expected to decrease $12.2 million. The preliminary capital budget is $37.4 million, of which $17.6 million is for electrical facilities. The balance of capital spending is for the Hydrogen Project, improvements and new connections to the Douglas County Community Network, for new equipment.

Wells Project Revenue Budget estimate is equal to the Operating Expense Budget at $45.8 million. The preliminary Capital Budget totals $41.1 million. Major items include generating unit refurbishment, 450T gantry crane replacement, recreation action plan items, fire protection system upgrade (Phase 2), and generator circuit breaker replacements.

Received the Environmental Reviews of the preliminary budgets.

A budget hearing will be opened on Monday, October 12, 2020 and held open until Monday, December 14, 2020 at 1:30 p.m. in the East Wenatchee office.

The next meeting of the Commission is scheduled for 1:30 p.m. September 14, 2020 at the District's East Wenatchee office. The District Office is closed to the public in response to the COVID-19 guidance from Governor Inslee.
