Douglas PUD Commission Meeting Report


Douglas County PUD Commissioners Aaron J. Viebrock, Molly Simpson and Ronald E Skagen executed the following actions during the February 22, 2021 Commission meeting held at the District's East Wenatchee office:

Heard a presentation on the developing power delivery rate. To allow for future load growth within Douglas County, the District is working on a process to procure, schedule, and deliver power resources through the District's transmission system and electric distribution system. Authorized the acquisition of Distribution and Transmission line easements from the Washington State Department of Transportation. Three critical easements are necessary prior to WSDOT selling surplus property. (21-026)

Approved an interlocal agreement for fire protection services with Douglas County Fire District No. 2. In accordance with RCW 52.30.020, the agreement is for the protection and safety of personnel and property of the District.  This agreement is effective through December 31, 2030.  (21-27)

Authorized renewing contract 19-04-D, Distribution tree trimming with Asplundh Tree Expert, LLC for an additional one year period. (21-028)

Awarded contract 20-29-D, supply and deliver 230 – 115KV, 225 MVA, Autotransformers to Lincoln Rock Switchyard to WEG Transformers USA, the lowest responsive bidder due to the value over life of the transformer calculation. (21-029)

Approved a call for bids under bid document 21-03-D, supply and deliver hydrogen storage tanks. The District is designing a hydrogen production facility, which requires specialized tanks for storing and fueling purposes. (21-030)

Awarded contract 21-04-D, hydrogen and switchyard site grading to KRCI, LLC the lowest responsive bidder. (21-031)

Authorized a call for bids under bid document 21-10-D, supply and deliver tubular steel poles for the Lincoln Rock Switchyard. (21-032)

Approved a call for bids under bid document 21-12-D, supply and deliver compact 1100 KCMIL EPR primary underground cable. (21-033)

Authorized change order No. 91 to contract 06-41-W, generator rebuild for unit refurbishment for the Wells Hydroelectric Project. This change incorporates new rotor poles, spare air coolers and miscellaneous necessary work. This will increase the contract $2,088,979 and bring the total not-to-exceed amount to $217,296,263. (21-034)

Affirmed change order No. 1 to contract 20-01-W, replace 125VDC battery bank 2 at the Wells Hydroelectric Project. This change will provide installation of recombination valves on the system to reduce maintenance. This will increase the contract $4,765, bringing the total not-to-exceed amount to $159,945 and extend the contract to June 2, 2021. (21-035)

Awarded contract 20-27-W, 2021-2022 forebay debris removal services for the Wells Hydroelectric Project to KRCI, LLC the lowest responsive bid. (21-036)

Approved a professional service agreement with Jacobs Engineering Inc. to provide civil and dam safety related engineering services for the Wells Hydroelectric Project. This three year agreement will not exceed $750,000. (21-037)

Authorized professional service agreement with Anchor QEA, LLC for Aquatic Settlement Work Group Chair 2021-2024. This three year contract is not-to-exceed $228,000. (21-038)

Heard a report on the Douglas County Community Network. The network currently has 6,319 end users.

The next meeting of the Commission is scheduled for 1:30 p.m. March 8, 2021 at the District's East Wenatchee Office. The District Office is closed to the public in response to the COVID-19 guidance from Governor Inslee.
