Douglas County PUD Commissioners Aaron J. Viebrock, Molly Simpson and Ronald E Skagen executed the following actions during the September 13, 2021 Commission meeting held at the District's East Wenatchee office:
Commissioner Viebrock, Jerry Nolin, Commissioner Simpson, Commissioner Skagen
Awarded Jerry Nolin, Utilities II with his twenty five year service award. Commissioner Viebrock thanked Jerry on behalf of the citizens of Douglas County for his years of service. Jerry thanked the commission and talked about his time at the District and the variety of things he does.
Reviewed the bid opening results for bid document 21-42-D, 230 kV instrument transformers for Urban Industrial Substation. Bids are reviewed prior to recommendation for contract award.
Affirmed change order No. 4 to contract 21-04-D, Hydrogen and Switchyard site grading. There was an option for utility repair in the contact that was not necessary resulting in a credit of $25,000. (21-140)
Accepted work and final payment to KRCI, LLC under contract 21-04-D, Hydrogen and Switchyard site grading. All work is complete and determined to meet contract specifications. (21-141)

Approved a call for bids under bid document 21-47-D, tubular steel structures for Urban Industrial Substation. (21-143)
Approved a call for bids under bid document 21-48-D, standard shape steel for Urban Industrial Substation. (21-144)
Authorized land use permit 831-02, Red Haven LLC. The permit is for use of Project lands for an existing irrigation mainline. (21-145)
Approved land use permit 1000-01, Washington State Parks. The permit is for use of Project lands for an existing irrigation intake. (21-146)
Authorized resolutions declaring surplus and authorizing fair market value trade-in of a 2004 Case 580 SM Backhoe, 2009 Dodge Ram 5500 truck and 2015 Dodge Ram truck which have reached the end of their useful service life. (21-147, 21-148, 21-149)
Approved an agreement with the North Central Educational Service District (NCESD) in the amount of $41,514 for the 2021-2022 school year. In effect since 1987, agreements between Douglas PUD and NCESD have been established to provide educational curriculum for every kindergarten through fifth grade student in Douglas County. Classes pertain to electrical generation, electric distribution, conservation, safety and wise use of water resources. This funding also provides for fourth grader participation in the River of Power program. Additionally this year, “What's powering our clean energy future?" science curriculum kits will be provided to all 6th and 8th grade Douglas County teachers. (21-150)
Declared Schweitzer Engineering Labs a sole source of protective relays for transmission system protection updates. Upgrading SEL relays at connecting substations will improve the reliability of the connected transmission facilities during system disturbances and emergencies. (21-151)
Approved a professional service agreement with the Colville Confederated Tribes for Wells Hydroelectric Project archaeological determinations of eligibility for five sites. This contract has a not to exceed cost of $72,471 and concludes May 30, 2022. (21-152)
Authorized Note No. 10 loan from the Electric Distribution System Capital Project Revolving Loan Fund to the Wells Hydroelectric Project for construction capital. (21-153)
Declared miscellaneous items of personal property to be surplus and authorized sale at public auction. The District owns a vehicle and other miscellaneous equipment which by reason of replacement policy and obsolescence are surplus and no longer useful to District operations. (21-154)
Heard a report on the Douglas County Community Network. The network currently has 6, 759 end users.
The next regular meeting of the Commission is scheduled for 1:30 p.m. September 27, 2021 at the District's East Wenatchee Office.
