Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the February 4, 2008 Commission meeting held at the East Wenatchee Headquarters office:

Authorized a line and load interconnection facilities study agreement with Bonneville Power Administration.  This study will estimate construction costs and determine the schedule required for interconnection.  (08-15)

Approved a letter agreement with Bonneville Power Administration extending transmission service. The letter agreement will be in place until a long-term replacement agreement is in place.  (08-16)

Authorized an interconnection feasibility study agreement with Avista Corporation.  This study is the next step in determining if the District can interconnect with Avista’s 115 kV line near Withrow.  (08-17)

Approved amending section 33 of the Electric Distribution System Customer Service Policies.  The purpose of the revisions is to clarify language and to charge all primary service extensions a capacity-facility charge, excluding rural developers with lots over twenty acres.   (08-18)

Authorized video transport agreements with television networks.  These agreement are required by most networks to receive and transport the signal over the Douglas County Community Network.   (08-19)

Approved addendum No. 1 to bid document 08-01-D, single-phase padmount distribution transformers.  This changes the description of some transformers and extends the bid opening date to March 3, 2008.  (08-20)

Authorized a call for bids on bid document 08-05-D, six 4x4 cab and chassis (19,000 lbs. GVWR).  The trucks will be used for construction and maintenance of the distribution system.  (08-21)

Approved a call for bids under bid document 08-02-W, fire protection project for the Wells Hydroelectric Project.  The new warehouse and fabrication shop need fire protection pumps and piping to provide water to the fire protection system.   (08-22)

Declared Enoserv, LLC the sole source supplier for protective relay testing software for the Wells Hydroelectric Project.  An independent software brand will work across platforms for testing and will provide the long-term testing consistency necessary for relay reliability and accuracy.  (08-23)

Authorized acceptance and final payment for all work performed by Irrigation Technology and Control Inc. working under contract 07-13-W, Methow spring chinook hatchery well No. 5 relocation.  All work under the contract has been completed and determined to meet the bid specifications.  (08-24)

Approved change order No. 2 to contract 07-31-W, headquarters building auditorium revisions.  Changes include new emergency lighting, additional ductwork and installing ball valves on existing pipe. This change order will increase the not to exceed limit $3,235 bringing the total not to exceed limit to $165,108.  (08-25)

The next meeting of the Commission is scheduled for 1:30 p.m. February 11, 2008 at the District’s Bridgeport office.
