Douglas County PUD Commissioners Lynn Heminger Ron Skagen and Jim Davis executed the following actions during the June 30, 2008 Commission meeting held at the East Wenatchee Headquarters office:
Heard a report on the bids opened June 23, 2008: Bid document 08-16-W, log and debris boom at Wells Dam. The apparent low bid was received from American Civil Constructors West Coast Inc. of Seattle. The bids will be evaluated prior to a recommendation for contract award.
Bid document 08-29-D, asphalt installation and repair. The only bid received was from Moe Asphalt Patching and Seal Coating, Inc, of Wenatchee. The bid will be evaluated prior to a recommendation for contract award.
Bid document 08-19-W, relay test set for Wells Hydroelectric Project. The only bid received was from Doble Engineering Company of Watertown, MA. The bid will be evaluated prior to a recommendation for contract award.
Authorized acceptance of all work performed by Beckstead Electric, Inc. for the first year of contract 07-15-D, communication splicing crew. All work under the contract has been completed and determined to meet the bid specifications. (08-151)
Approved acceptance of materials received from Central Moloney, under contract 08-01-D, single-phase padmount distribution transformers. All work under the contract has been completed and determined to meet the bid specifications. (08-152)
Authorized acceptance of contract 08-06-D, snow-cat with trailer with Tucker Snow-Cat Corporation. All work under the contract has been completed and determined to meet the bid specifications. (08-153)
Awarded Codale Electric Supply, Inc of Orem, UT, contract 08-28-D, 144 count fiber optic cable. Codale Electric Supply, with a bid price of $338,800, was the lowest responsive bidder. (08-154)
Awarded Moe Asphalt Patching and Seal Coating, Inc, of Wenatchee contract 08-29-D, asphalt installation and repair. Moe Asphalt, with a bid price of $143,066, was the only responsive bidder. (08-155)
Appointed the Board of the Electric Utility Rural Economic Development Revolving Fund (RED Fund). The Board of the District will oversee and direct the activities of the RED Fund. (08-156)
Established the salary compensation for the Commissioners of Public Utility District No. 1 of Douglas County as provided by the laws of the State of Washington. (08-157)
Approved a call for bid under bid document 08-12-D, Bridgeport Bar fiber optic system construction. (08-159)
Authorized a call for bids under bid document 08-38-D, underground primary conductor. Large conductor is necessary for the size of the loads at the Sabey Corporation’s InterGate.Columbia I LLC facility. (08-160)
Approved a change in the District’s travel reimbursement policy to reflect changes in the Internal Revenue Service approved mileage rate for the final months of 2008. (08-161)
Authorized Plug-in Hybrid Electric Vehicle (PHEV) pilot project agreement with the Port of Chelan County. (08-162)
Awarded American Civil Constructors West Coast Inc. of Seattle contract 08-16-W, log and debris boom at Wells Dam. American Civil Constructors, with a bid price of $6,154,844, was the lowest responsive bidder. (08-163)
Awarded Doble Engineering Company of Watertown, MA, contract 08-19-W, relay test set for Wells Hydroelectric Project. Doble Engineering Company, with a bid price of $58,025, was the only responsive bidder. (08-164)
Authorized an agreement for professional services with Long View Associate to provide guidance and perspective regarding ongoing aquatic relicensing studies. (08-165)
Approved the operation and maintenance budget for the Wells Hatchery for the 2008-2009 fiscal year for $1,061,287. This is a 1.9 percent increase from last year’s budget. (08-166)
Approved the operation and maintenance budget for the Methow Hatchery for the 2008-2009 fiscal year for $ 836,556. This is a 5.2 percent increase from last year’s budget. (08-167)
Approved the Washington Department of Fish and Wildlife 2008-2009 supplemental budget for the Wells Wildlife Area. The budget request was for $ 86,055. (08-168)
Authorized agreement with Eugene and Janice Feenan regarding participation in Conservation Reserve Enhancement Program (CREP), Wells Tract 87. (08-169)
Approved agreement with RLF Columbia Land Holdings, LLC with regard to Carpenter Island Improvements (Wells Tract 503). (08-170)
Approved five wind project lease and option agreements covering 1,110 acres. (08-171-08-175)
The next meeting of the Commission is scheduled for 2:00 p.m. July 7, 2008 at the District’s East Wenatchee Headquarters office.
