Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the December 29, 2008 Commission meeting held at the East Wenatchee Headquarters office:


Presented Resource Planner Carol Berg with her thirty year service award. Commissioner Lynn Heminger thanked Carol for her many years of dedicated service to the customers of Douglas County. “Thank you very much,” said Carol.

Authorized acceptance of materials received from Stella-Jones Corporation under contract 08-45-D, wood poles South Nile to Rapids 115kV transmission line.  All work under the contract has been completed and determined to meet the bid specifications. (08-340)

Approved an agreement for professional services with DevelopmentNow for website design and support at a cost not to exceed $50,000 and will expire December 31, 2009.  (08-341)

Authorized easement acquisition per intent to grant easement agreement with Rick and Cathy Martin. (08-342)

Approved an agreement for professional services with Biomark, Inc., a sole source, for the operation and maintenance of the adult PIT-tag system for the Wells Hydroelectric Project. Biomark will provide consistency with existing infrastructure and studies because they are the only company with a working knowledge of the adult and juvenile Pit-tag interrogation system at the Wells Project. This contract is not to exceed $160,000 and will expire December 31, 2011. (08-343)

Authorized an agreement for professional services with Oakwood Consulting, Inc. for assessment of total dissolved gas (TDG) at Wells Dam.  The scope of services under this agreement is for the independent peer review of TDG activities at the Wells Hydroelectric Project. This contract is not to exceed $75,000 and will expire December 31, 2010. (08-344)

Approved a professional services agreement with Dr. John Skalski for 2009-2011 for the Wells Hydroelectric Project.  Dr. Skalski will assist with data management, design, review and analysis of environmental and relicensing studies, ongoing analysis of present and future fish tagging studies and posting adult and will publish juvenile salmonid migrational data on the University of Washington DART system. Authorized Western Renewable Energy Generation Information System (WREGIS) account holder registration agreement between Douglas PUD and Western Electricity Coordinating Council WECC. (08-346)

Authorized settlement agreement with Sunshine Agriculture, Inc.  regarding Wells Tract 788. The settlement outlines a mitigation plan for restoration of the damaged shoreline and vegetation. (08-347)

Authorized the employment of Frank Frisk Jr. P.C. to provide legislative information services for the year 2009.  Frisk, a Washington, DC attorney, has been monitoring legislative matters on behalf of Douglas PUD since 1981. (08-348)

Authorized wind testing lease and option agreement with Kerry and Resa Glessner Nelson covering 40 acres. (08-349)

Authorized change order No. 2 to contract 05-11-W, building maintenance for East Wenatchee Headquarters Facility.  The change will extend the contract a year and increase the monthly rate as allowed in the contract. (08-350)

Approved a change in the District’s travel reimbursement policy (Administrative Bulletin 5.13) to reflect changes in the Internal Revenue Service approved mileage rate for 2009.  (08-351)

Approved use of Voluntary Employees’ Beneficiary Association (VEBA) Health Reimbursement Arrangement (HRA) for employees retiring in 2009.  This allows the deposit of a percentage of the employee’s accrued personal leave at retirement into the HRA-VEBA. (08-352)

The next meeting of the Commission is scheduled for 2:00 p.m. January 5, 2009 at the District’s East Wenatchee Headquarters office.
