Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Ron Skagen, Jim Davis, and Lynn Heminger executed the following actions during the October 3, 2011 Commission meeting held at the District’s East Wenatchee Headquarters office:

Held the scheduled hearing for the Wells Project 2011-12 budget and the Distribution System 2012 budget.  There were no changes to the Wells Project proposed budget.  Staff presented a Distribution System budget with two proposed changes:

1)    Increased Purchased Power expense by $33,700 to reflect an updated forecast of Wells power cost, and

2)    Increased Operating Revenue by $1,275,000 to reflect a proposed 7% increase in local electric prices.

The draft Distribution System budget presented in August showed a $1,163,474 operating loss.  A 7% rate increase is expected to eliminate the operating loss shown in the prior draft budget. The new draft shows Net Additions to Retained Income of $103,826.  Because of these changes, the Commission scheduled an additional Distribution System budget hearing for 2:00 p.m. on October 24, 2011 at the East Wenatchee office.

Adopted the 2011-2012 fiscal year Wells Hydroelectric Project budget. At $53,475,357 the total Wells Hydroelectric Project Operating Expense Budget amounts to a $1,167,258 increase from last year’s estimate. The Wells Project Revenue Budget estimate is equal to the Operating Expense Budget as required by contract. The Wells Project Capital Budget totals $28,399,600. Major items include generating unit refurbishment, recreation action plan items, project water system upgrades, and relicensing. (11-125)

Approved the Environmental Reviews for the 2012 Distribution System Capital Budget and the 2011-2012 fiscal year Wells Hydroelectric Project Operating, Capital and Extraordinary Expense Budget. (11-126)

Authorized an IPTV Transport Rights Agreement with the Scripps Networks, LLC.   These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (11-127)

Approved the annual renewal for Directors and Officers insurance and Employment Practices Liability Insurance. (11-128)

Authorized amendment of the Plan and System specified by Resolution No. 10-157.  This resolution will add five projects from a previous Plan and System and two additional projects to the 2010 Bonds Plan and System. (11-129)

Approved purchase and sale agreement with Beverlie Marchand, for Wells Tract 1030-E3. The property is necessary for the operation and maintenance of the Wells Hydroelectric Project. (11-130)

The next meeting of the Commission is scheduled for 1:30 p.m. October 10, 2011 at the District’s Bridgeport office.
