Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the April 22, 2013 Commission meeting held at the District’s East Wenatchee Headquarters office:

Authorized addendum No. 1 to bid document 13-10-D, supply and deliver three 2500 kVA padmount transformers. Necessary to clarify specifications. (13-059)

Approved change order No. 5 to contract 12-13-D, construct Rapids Switchyard expansion. Changes include installation of an oil containment grating system and additional jumpers at a cost of $20,780 bringing the total not to exceed limit to $620,348. (13-060)

Authorized a professional service agreement with Western EcoSystems Technology, Inc. for wildlife surveys and mapping regarding the Rapids- Columbia 230 kV Transmission Line Project. (13-061)

Authorized execution of intent to grant easement agreement and easements with Marleen Witten and Zach and Linda Keller. Necessary for the McGinnis Canyon road improvements. (13-062)

Approved amendment No. 2 to professional service agreement with The Master’s Touch, LLC, for printing and mailing services for the District’s customer billings. This will increase the not exceed limit to $55,000 and the agreement will expire December 31, 2013. (13-063)

Authorized amendment No. 3 to the video transport agreement with Viacom Media Networks, formerly MTV Networks, Inc. This amendment will add additional programming service to the agreement. These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (13-064)

Approved change order No. 2 to contract 12-16-W, Expansion of Douglas Switchyard. Changes include extending completion date to April 30, 2013 to allow for completion of items from Change Order No. 1. (13-065)

Authorized adjustments to certain technical, professional and administrative salaries. The adjustments are consistent with the 2.0% change CPI-U from February 2012 to February 2013 as well as responsibility changes, job growth, and performance. These adjustments amount to an annual budget impact of $90,168 (0.19% of the $46 million Distribution System expenditure budget) for employees assigned to the Distribution System and $107,376 (0.21% of the $51.3 million Wells Project expenditure budget) for employees assigned to the Wells Project. The current budgets include an estimate for salary adjustments. (13-066)
