Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the May 28, 2013 Commission meeting held at the District’s East Wenatchee office:

Approved change order Nos. 1 and 2 to contract 12-04-D, plow installation of underground cable or conduit. Changes include correcting mobilization pricing and adding a unit price for installation of cable in a conduit. The not to exceed cost is not changed. (13-082 and 13-083)

Authorized change order No. 4 to contract 12-14-D, construct Douglas to Rapids 230 kV Transmission Line. Changes include three structure anchor revisions and landscape rehabilitation in the fall. These changes increase the not to exceed cost $9,890, bringing the total not to exceed amount to $4,399,115 and extends the contract completion date to November 30, 2013. (13-084)

Awarded Magnum Power contract 13-11-D, provide distribution dock crew services.  With a bid price of $995,645, Magnum Power was the lowest responsive bidder. (13-085)

Authorized Conservation Incentive Agreement with the Waterville School District. Part of the Integrated Resource Plan calls for cost-effective conservation measures as part of the strategy for meeting Douglas County’s energy needs. The Waterville School District, together with its contractor, has identified certain energy conservation measures. These conservation effort benefits District consumers by reducing the operating costs of local school buildings and by reducing the need to acquire additional energy resources in the future, therefore helping to achieve the District’s IRP goals. Approved change order No. 3 to contract 12-16-W, Expansion of Douglas Switchyard. Changes include removing unused concrete pedestals and assembly of disconnect switches.  These changes increase the not to exceed cost $65,331, bringing the total not to exceed amount to $736,672. (13-087)

Authorized a call for bids under bid document 13-14-W, PBX upgrade. Necessary to take advantage of technological advancements for District business and voice communications. (13-088)

Approved a one-year agreement with Washington State Department of Fish and Wildlife for the operation of hatchery programs. (13-089)

Authorized the 2013-2014 hatchery operation and maintenance budgets for the Wells and Methow hatcheries and the white sturgeon program at Wells Hatchery of $1,125,687, $634,279 and $53,252 respectively. (13-090)

Authorized renewal with AEGIS for Western Interconnected Electric Systems excess liability coverage. The renewal premium of $2,233 reflects a $133 increase from last year. (13-091)

Authorized retirement and disposal of obsolete office equipment. The equipment is no longer used by or of value to the District. (13-092)

Declared miscellaneous items of personal property as surplus to the needs of the District, and authorized the sale of those materials by public auction. The sale, handled by the Booker Auction Co., is scheduled for Saturday, June 8 at the NCW Fairgrounds. (13-093)

The next meeting of the Commission is scheduled for 1:30 p.m. June 3, 2013 at the District’s East Wenatchee office.
