News Release – 7/26/2021

Douglas County PUD Commissioners Aaron J. Viebrock, Molly Simpson and Ronald E Skagen executed the following actions during the July 26, 2021 Commission meeting held at the District’s East Wenatchee office:

Heard the bid opening results for bid documents 21-09-D, Construct Lincoln Rock Switchyard, 21-22-D, Control and Relay Panels for Lincoln Rock Switchyard and 21-33-D, Hydrogen and Lincoln Rock Switchyard Utility Installations. All bids will be evaluated prior to a recommendation for contract award.

Affirmed change order No.1 to contract 20-12-D, supply and deliver switches to Lincoln Rock Switchyard. The change will remove a specified motor operation and extend the completion date by nine weeks after approval of construction drawings. This change will decrease the contract $37,200. (21-108)

Authorized acceptance of work and final payment to Carlson Sales Metering Solutions under contract 20-19-D, supply and deliver Breakers to Lincoln Rock Switchyard. All work is complete and determined to meet bid specifications. (21-109)

Affirmed change order No. 3 to contract 21-04-D, Hydrogen and Switchyard site grading. The change reduced the quantity of blocks in the retaining wall resulting in a credit of $6,149. (21-110)

Awarded contract 21-22-D, relay panels for Lincoln Rock Switchyard to Schweitzer Engineering Laboratories the lowest responsive bidder. (21-111)

Approved a call for bids under bid document 21-40-W, 230kV switches for Urban Industrial Substation. (21-112)

Affirmed change order No. 2 to contract 20-01-W, replace battery bank 2 at the Wells Hydroelectric Project. Necessary due to manufacturing delays, the contract is extended to August 31, 2021. (21-113)

Authorized acceptance of work and final payment to H2O Well Service for the first year under contract 20-05-W, hatchery well and pump maintenance. All work is complete and determined to meet bid specifications. (21-114)

Approved award of contract 21-29-W, rehabilitate Unit 10 Trashracks at the Wells Project to Hancock Sandblast and Paint the lowest responsive bidder. (21-115)

Authorized land use permit 342-03, Ryan Hogan and Shelby Kottke-Hogan.  The permit is for use of Project lands for a single use dock and landscaping. (21-116)

Approved land use permit 788-03, David Freels and Jinx Godbey Freels.  The permit is for use of Project lands for a joint use dock, access path and commercial orchard. (21-117)

Amended Administrative Bulletin 9.2, Procedures for Procurement of Public Works. The contract template has been revised and updated to improve efficiencies and incorporate additional provisions in the RCWs. (21-118)

Approved award of contract 21-09-D, construct Lincoln Rock Switchyard to Magnum Power the lowest responsive bidder. (21-119)

Awarded contract 21-33-D, hydrogen and Lincoln Rock Switchyard utility installations to KRCI the lowest responsive bidder. (21-120)

Authorized change order No. 92 to contract 06-41-W, generator rebuild for unit refurbishment for the Wells Hydroelectric Project. This change incorporates miscellaneous extra work previously authorized for the 4th and 5th unit. This will increase the contract $710,968 and bring the total not-to-exceed amount to $218,007,231. Approved a call for bids under bid document 21-28-W, replace five generator Step-Up Transformers at the Wells Hydroelectric Project originally installed in 1967. (21-122)

Heard a report on the Douglas County Community Network. The network currently has 6,666 end users.

The next regular meeting of the Commission is scheduled for 1:30 p.m. August 9, 2021 at the District’s East Wenatchee Office.
