News Release – November 28, 2022

Douglas County PUD Commissioners Aaron J. Viebrock, Molly Simpson and Ronald E Skagen executed the following actions during the November 28, 2022 Commission meeting held at the District’s East Wenatchee office:

Jason Watson, Instrumentation and Control Engineer

Awarded Jason Watson, Instrumentation and Control Engineer with his twenty year service award. Commissioner Viebrock thanked Jason on behalf of the citizens of Douglas County for his years of service. He thanked the Commission and talked about various roles he has had at the utility.

Continued the budget hearing for the Distribution System and Wells Hydroelectric Project for calendar year 2023. The hearing will remain open until Monday, December 12, 2022.

Reviewed bid opening results for bid documents 22-43-D, Rapids to Valhalla Rebuild, 22-57-W, Spillway and gate maintenance at the Wells Hydroelectric Project and 22-61-D, supply and deliver compact 1100kcmil EPR Primary Underground Cable. All bids are evaluated prior to a recommendation for contract award.

Approved award of contract 22-43-D, Rapids to Valhalla Rebuild to International Line Builders, the lowest responsive bidder. (22-206)

Authorized award of contract 22-61-D, supply and deliver compact 1100kcmil EPR Primary Underground Cable to Anixter, Inc., the lowest responsive bidder. (22-207)

Approved a call for bids under bid document 22-62-D, construct the Douglas to Urban Industrial 230kV Tie. A new transmission line is necessary to connect the Urban Industrial Substation to the Douglas to Rapids 230kV transmission line. (22-208)

Authorized change order No. 1 to contract 20-27-W, 2021-2022 forebay debris removal services for the Wells Hydroelectric Project. This will add a D8 Dozer to the equipment schedule. No change in cost or completion date. (22-209)

Approved award of contract 22-54-W, fire protection system upgrades and miscellaneous piping at the Wells Hydroelectric Project to Syblon Reid the lowest responsive bidder. (22-210)

Authorized award of contract 22-57-W, Spillway and gate maintenance at the Wells Hydroelectric Project to Garco Construction, the lowest responsive bidder. (22-211)

Approved amended facility use agreement with the Confederated Tribes of the Colville Reservation. This will allow for rearing up to 160,000 juvenile summer chinook at the Wells Hatchery and the holding and transfer of surplus adult fish upstream of Chief Joseph and Grand Coulee dams. (22-212)

Approved a professional service agreement with Washington Department of Fish and Wildlife for the 2023 HCP hatchery monitoring and evaluation (M&E) implementation program. The Wells Habitat Conservation Plan requires the development and annual implementation of an M&E plan for the District’s hatchery programs. The agreement is not to exceed $1,104,194 and will conclude December 31, 2023. (22-213)

Authorized use of Voluntary Employees’ Beneficiary Association (VEBA) Health Reimbursement Arrangement (HRA) for employees retiring in 2023. This allows the deposit of a percentage of the employee’s accrued personal leave at retirement into the HRA-VEBA. (22-214)

Approved a professional service agreement with Donnor Inc. DBA Badger Mountain Productions. Douglas PUD has a need to document District activities on an ongoing basis. (22-215)

The next regular meeting of the Commission is scheduled for 1:30 p.m. December 12, 2022 at the District’s East Wenatchee Office.
