News Release – March 13, 2023

Douglas County PUD Commissioners Ronald E. Skagen, Aaron J. Viebrock and Molly Simpson executed the following actions during the March 13, 2023 Commission meeting held at the District’s East Wenatchee office:

Reviewed bid opening results for bid document 23-08-D, Rapids to Valhalla rebuild and reconductor.  All bids are evaluated prior to a recommendation for contract award.

Authorized acceptance of work and final payment to Cascade Cable Constructors, Inc. under contract 21-51-D, fiber optic cable installation. All work is complete and determined to meet bid specifications. (23-043)

Approved change order No. 1 to contract 21-52-W, generator step-up transformer replacement at the Wells Hydroelectric Project. Necessary to extend the completion date to April 30, 2027 due to demand and market conditions for transformers. (23-044)

Authorized award of contract 23-05-W, heavy equipment and construction services for the Wells Hydroelectric Project to KRCI the only responsive bidder. (23-045)

Approved land use permit 27B-02, Sheri and Bruce Amundson. The permit is for use of Project lands for existing irrigation pump, inlet and access path. (23-046)

Authorized Railroad Right-of-Way permit RR51-04, HMJD Orchards, LLC. The permit is for use of Project lands for crossing the District’s railroad right-of-way. (23-047)

Approved land use permit 57.0D-01 and Railroad Right-of-Way permit RR57.0D-01, Richard and Dorothy Ostrem. The permit is for use of Project lands existing access path and for crossing the District’s railroad right-of-way. (23-048)

Authorized land use permits 88A-01, 88B-01, Shawn O’Connell. The permit is for use of Project lands for existing lawn, fencing and road. (23-049)

Approved land use permit 101-02, Trevor and Michelle Kelpman. The permit is for use of Project lands for existing access path, fencing, road, agricultural field and landscaping. (23-050)

Authorized land use permit 311B-02, Philip and Suzanne Marks. The permit is for use of Project lands for existing dock, landscaping and lawn. (23-051)

Approved land use permit 311F-02, Joel and Laverta Dauterman. The permit is for use of Project lands for existing access path, fence, landscaping and rocked bank. (23-052)

Authorized land use permit 312B-04, Ronald Anderson. The permit is for use of Project lands for existing access path, lawn, landscaping, stairs and rocked bank. (23-053)

Opened bids under bid documents 23-09-W, Hatchery water well and pump maintenance and 23-12-D, transmission and distribution dock crew. All bids are evaluated prior to a recommendation for contract award.

Authorized change order No. 98 to contract 06-41-W, generator rebuild and unit refurbishment for the Wells Hydroelectric Project. These changes finalizes the payment adjustment and the time and material rates. This will increase the 8th unit’s cost by $536,312 and bring the contract total not-to-exceed amount to $245,317,426. Approved notice to proceed for the 9th unit generator work under contract 06-41-W, generator rebuild and unit refurbishment for the Wells Hydroelectric Project with Toshiba America Energy Systems Corporation. (23-055)

Authorized amendment No. 7 to professional service agreement with Electrical Consultants, Inc. under contract 20-33-D. This adjusts the rates as allowed by contract to cover the increased cost of doing business. (23-056)

Approved amendment No. 3 to professional service agreement with Perteet. Necessary due to additional engineering design work and support during construction, which increases the not-to-exceed cost $1,237,865. (23-057)

Authorized renewal of contract 21-51-D, fiber optic cable installation for an additional year with Cascade Cable Contractors, Inc. The contract will not exceed $3.2 million per year and will conclude December 31, 2023. (23-058)

Approved award of contract 23-08-D, Rapids to Valhalla rebuild and reconductor to Palouse Power LLC. The lowest responsive bidder. (23-059)

Authorized execution of an Interlocal Cooperative Agreement for road improvements with the City of East Wenatchee and Douglas County. The agreement will coordinate moving of distribution and communication infrastructure to accommodate roadway improvements. (23-060)

Heard a report on the Douglas County Community Network. The network currently has 7,679 end users.

The next regular meeting of the Commission is scheduled for 1:30 p.m. March 27, 2023 at the District’s East Wenatchee Office.
