News Release – June 12, 2023

Douglas County PUD Commissioners Ronald E. Skagen, Aaron J. Viebrock and Molly Simpson executed the following actions during the June 12, 2023 Commission meeting held at the District’s East Wenatchee office:

Opened bids under Bid Document 23-18-W, Well 20 Pump Station Installation. All bids will be evaluated prior to a recommendation for contract award.

Reviewed the bid opening results under Bid Document 23-23-D, substation transformers. All bids will be evaluated prior to a recommendation for contract award.

Authorized acceptance of work and final payment to H2O Well Service, Inc. under contract 20-05-W, hatchery well and pump maintenance for the third and final year. All work is complete and determined to meet the bid specifications. (23-104)

Approved change order No. 6 to contract 21-09-D, construct Lincoln Rock Switchyard. Remobilization was necessary due to system transmission conflicts extending the completion date to July 14, 2023 and increasing the contract amount $6,299. (23-105)

Authorized acceptance of work and final payment to WEG Transformers USA under contract 21-25-D, supply and deliver substation transformers. All work is complete and determined to meet the bid specifications. (23-106)

Affirmed change order No. 5 to contract 21-49-D, construct Urban Industrial Substation. Changes include remobilization due to a delayed transformer and a credit for materials provided to the contractor from the District resulting in a decrease of $1,361 to the contract. (23-107)

Affirmed change order No. 1 to contract 22-62-D, Douglas to Urban Industrial 230kV tie. A change to the contract material was necessary to meet the manufacturer’s recommendations for installation. This change will increase the contract $22,095. (23-108)

Authorized a call for bids under bid document 23-16-D, 115kV Breakers for Orondo Substation. Necessary to strengthen the protection of Orondo Substation and enable the District to open the transmission line at Orondo without de-energizing the whole substation. (23-109)

Approved a professional service agreement 23-30-W with BioAnalysts, Inc for steelhead stock assessment and PIT-tagging at the Priest Rapids Off-Ladder Adult Fish Trap as required as a component of the District’s Monitoring and Evaluation program required under the Anadromous Fish Agreement and Habitat Conservation Plan and FERC license. BioAnalysts, Inc. has been selected for these biological services given their experience and capabilities handling ESA listed salmonids and competitive pricing. (23-110)

Authorized land use permit 303C-02, Jeff and Kristy Hoff. The permit is for use of Project lands for existing landscaping and fencing. (23-111)

Approved land use permit 477-02, Shari Houck. The permit is for use of Project lands for existing landscaping, garden and bulkhead. (23-112)

Authorized land use permit 782.0A-01, Todd and Gary Taylor and Kimberlee Lee. The permit is for use of Project lands for existing access path and lawn. (23-113)

Declared two fiber splicers surplus and authorized trade-in. They have reached the end of their service life. (23-114)

Approved surplus and salvage of Distribution transformers, capacitor and liquid filled fuses. They are no longer in use, have exceeded their life expectancy, and/or are no longer operational. Transformer Technologies LLC will purchase them for an estimated $769. (23-115)

Authorized changes to Customer Service Policies Rate Schedule 1(D) Blockchain and low tier data services. In an effort to smooth unpredictable loads to reduce risk to the District. (23-116)

Approved changing the day of regular board meetings. Starting in July 2023, regular meetings of the Douglas PUD Board of Commissioner will be on the second and fourth Tuesday of each month in East Wenatchee, including semi-annual meetings at Wells Dam and the Bridgeport office. (23-117)

Authorized change order No. 1 to contract 22-04-D, construct Rapids to Columbia 230 kV Transmission Line. Rental equipment to keep work progressing will increase the contract $29,045. (23-118)

Approved award of contract 23-23-D, substation transformers to WEG Transformers USA, the lowest responsive bid. (23-119)

Established compensation for the position of General Manager. (23-120)

Heard a report on the Douglas County Community Network. The network currently has 7,868 end users.

The next regular meeting of the Commission is scheduled for 1:30 p.m. June 26, 2023 at the District’s East Wenatchee Office.
