News Release – October 24, 2023

Douglas County PUD Commissioners Ronald E. Skagen, Aaron J. Viebrock and Molly Simpson executed the following actions during the October 24, 2023 Commission meeting held at the District’s East Wenatchee office:

Participated in a strategic planning presentation discussing the pressures and opportunities ahead for Douglas PUD. There will be two more of these presentations November 14th at 1:30 and 5:30 pm for customers to provide feedback. 

Continued the hearing on the Electric Distribution System and Wells Hydroelectric Project for 2024. The hearing will remain open until December 12, 2023.

Authorized change order No. 9 to contract 21-33-D, Hydrogen and Lincoln Rock Switchyard utility installations. Delayed commissioning of the water transmission system will extend the completion date to June 30, 2024. (23-192)

Approved acceptance of work and final payment to Michels Pacific Energy, Inc. under contract 21-49-D, construct Urban Industrial Substation. All work is complete and determined to meet bid specifications. (23-193)

Authorized change order No. 1 to contract 22-42-W, motor control center replacement at the Wells Hydroelectric Project. This change will add a Short Circuit Coordination study to stock spare parts necessary to minimize outage times. This will increase the contract $120,939. (23-194)

Approved professional service agreement 23-42-W, on-call statistical consulting services with Buchanan Statistical Consulting, LLC. This agreement will not exceed $79,500 and conclude December 31, 2026. (23-195)

Authorized request for qualifications 23-44-D, professional engineering service for general civil engineering. (23-196)

Approved land use permit 4E-01 and Railroad right-of-way permit RR4E-01, Melodie White. The permit is for use of Project lands for existing lawn, fence, orchard, access path and private drive. (23-197)

Authorized land use agreement No. 20230252 with the Bonneville Power Administration. This agreement will allow construction of a new transmission line. (23-198)

Approved renewal property insurance with ACE American Insurance Company and AEGIS Insurance Services, Inc. (23-199)

Authorized amendment No. 2 to professional service agreement 21-15-W, Stantec Consulting Services, Inc. Necessary to modify scope to complete the Phase III Drilling Program Plan. This will increase the not-to-exceed cost by $4,900,000 and extend the contract to December 31, 2024. (23-200)

Approved change order No. 2 to contract 21-52-W, generator Step-Up transformer replacement at the Wells Hydroelectric Project. This change will add the Iso-phase bus replacement. This change will increase the contract $1,800,200. (23-201)

Authorized amendment No. 4 to interagency agreement with Washington Department of Fish and Wildlife for increased chinook production at the Wells Hatchery. This will extend the term of the contract to June 2025 and increase the cost to WDFW by $350,000. (23-202)

The next regular meeting of the Commission is scheduled for 1:30 p.m. November 14, 2023 at the District’s East Wenatchee Office.
