News Release – November 14, 2023

Douglas County PUD Commissioners Ronald E. Skagen, Aaron J. Viebrock and Molly Simpson executed the following actions during the November 14, 2023 Commission meeting held at the District’s East Wenatchee office:

Awarded Brent Darnell, Assistant System Operator with his twenty-five year service award. Commissioner Skagen thanked Brent on behalf of the citizens of Douglas County for his many years of service. He thanked the Commission talked about various roles he has had at the utility and said, “I appreciate you recognizing my twenty-five year achievement. It’s been enjoyable and has gone by in the blink of an eye.”

Participated in a strategic planning presentation discussing the pressures and opportunities ahead for Douglas PUD.

Continued the hearing on the Electric Distribution System and Wells Hydroelectric Project for 2024. The hearing will remain open until December 12, 2023.

Reviewed bid opening results under bid document 23-21-W, rehabilitate Intake Trashracks at the Wells Hydroelectric Project. All bids will be evaluated prior to a recommendation for contract award.

Authorized amendment No. 2 to professional service agreement 21-23-W, Mechanical Engineering services at the Wells Hydroelectric Project with Black and Veatch Corporation. The District has a need for a Gate subject matter expert and support staff to complete the FERC Part 12D Comprehensive Assessment. The amendment increases the not to exceed cost $88,000 and extends the completion date to December 31, 2025. (23-203)

Approved change order No. 4 to contract 22-04-D, construct Rapids to Columbia 230kV Transmission Line. Necessary due to transmission scheduling delays which resulted in additional rental costs. The amendment increases the not to exceed cost $3,300. (23-204)

Affirmed change order No. 3 to contract 22-06-D, rebuild and reconductor Rocky Reach to Chelan Falls No. 1, Phase 2. This is a $155,00 credit to the District for work the contractor was unable to complete. (23-205)

Authorized change order No. 1 to contract 23-25-D, fiber optic cable and conduit installation. This will include assembly units for construction of power conduit with no change in cost or time of contract. (23-206)

Approved a call for bids under bid document 23-40-D, tubular steel poles for Clovis Substation. (23-207)

Authorized a call for bids under bid document 23-45-D, control and relay panels for Clovis Substation. (23-208)

Approved request for qualifications 23-49-D, Professional Engineering Services for electrical substation design. The District occasionally has project specific needs for electrical substation design work related to the transmission and distribution systems. (23-209)

Authorize request for qualifications 23-50-D, professional engineering services for transmission line design. The District occasionally has project specific needs for transmission line design work related to the transmission system. (23-210)

Approved land use permit 694-01, Cascade Holdings Group LP. The permit is for use of Project lands for existing landscaping, lawn, mitigation planting and parking. (23-211)

Authorized land use permit 725A-01 and 725B-01, C & S Ranch, LLC. The permit is for use of Project lands for existing access roads and boat dock. (23-212)

Approved land use permit 731-03, KRC Ranch, LLC. The permit is for use of Project lands for existing access road and boat dock. (23-213)

Authorized renewal of aviation insurance for unmanned aircraft systems with Global Aerospace. (23-214)

Affirmed change order No. 4 to contract 22-13-D, hydrogen production and fueling facility. Changes include revisions to the Master Safety PLC to improve safety functionality, increase the size of the HVAC unit in the Electrical Equipment Building, credits associated with permitting and grounding revisions, structural changes related to the addition of Rectifier Room No. 2, the addition of cable tray and wall openings in the Electrical Equipment Building, the addition of underground conduits and circuits to future Rectifier Rooms, and topographical scanning of the as-built evaporation pond. These changes will increase the contract $240,000. (23-215)

Approved change order No. 2 to contract 23-12-D, transmission and distribution dock crew. Necessary to complete work in 2023. This will increase the contract $200,000. (23-216)

Authorized professional service agreement 24-01-W, operational deployment and assessment of the Okanagan Fish-Water Management Tool with Okanagan Nation Alliance as required by the Wells HCP. This three year agreement is not-to-exceed $790,000. (23-217)

Amended the Electric Distribution System Customer Service Policies. This amendment would update Sections 21, 29 and 32 to reflect the current business needs of the District. (23-218)

Heard a report on the Douglas County Community Network. The network currently has 7,968 end users.

Cancelled the regularly scheduled December 26th Commission Meeting. The next regular meeting of the Commission is scheduled for 1:30 p.m. November 28, 2023 at the District’s Wells Hydroelectric Project.
