Commission Meeting Report 2018-04-09

Douglas County PUD Commissioners Ronald E Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the April 9, 2018 Commission meeting held at the District’s East Wenatchee office:

Opened bids under 18-07-D, supply and deliver 3-phase padmount transformers. The bids will be evaluated prior to a recommendation for contract award.

Opened bids under 18-15-D, supply and deliver high amperage padmount switchgear. The bids will be evaluated prior to a recommendation for contract award.

Awarded System Operator Paul Scott with his thirty-year service award. Commissioner Skagen thanked Paul on behalf of the citizens of Douglas County for his years of service. Paul thanked the Commission and said “I love my job and the place I work.”

Heard a report for the bid opening for bid document 18-09-D, supply and deliver bus support steel for the Lone Pine Substation.  All bids will be evaluated prior to contract award.

Heard a report for the bid opening for bid document 18-12-D, supply and deliver compact 1100 kcmil EPR primary underground cable.  All bids will be evaluated prior to contract award.

Authorized disposal of printers and other computing devices.  These items are obsolete, of no value, and unsuitable for sale at a surplus auction. These items will be recycled. (18-059)

Approved award of contract 18-09-D, supply and deliver bus support steel for the Lone Pine Substation to Galvanizers Inc. the lowest responsive bidder. (18-060)

Authorized award of contract 18-12-D, supply and deliver compact 1100 kcmil EPR primary underground cable to WESCO Distribution the lowest responsive bidder. (18-061)

Approved acceptance of work and final payment to Halme Builders, Inc. under contract 17-14-W, Methow Hatchery pond 13 avian protection improvements and pond liner replacement. All work has been completed and determined to meet specifications. (18-062)

Authorized a call for bids under bid document 18-01-W, Columbia Cove Park shoreline stabilization. Necessary to eliminate further undermining of large trees and continued recession of the park lawn and grounds along shoreline. (18-063)

Approved acceptance of the first unit work by Toshiba America Energy Systems under contract 06-41-W, generator rebuild for unit refurbishment for the Wells Hydroelectric Project.  All work has been completed and determined to meet specifications. (18-064)

Authorized acceptance of the second unit work by Toshiba America Energy Systems under contract 06-41-W, generator rebuild for unit refurbishment for the Wells Hydroelectric Project.  All work has been completed and determined to meet specifications. (18-065)

Approved a professional service agreement with the Washington Department of Fish and Wildlife for hatchery marking and tagging for 2018. Hatchery programs require the marking (adipose fin clip) and coded wire tagging of summer Chinook, summer Steelhead, and spring Chinook. This agreement will not exceed $262,157 and will expire December 31, 2018. (18-066)

Authorized land use permit 27F-03, Matthew and Heidi Sawdon. The permit is for continued use of Project lands for previously permitted single use dock, lawn and landscaping. (18-067)

Heard a report on the Douglas County Community Network. The network currently has 4,208 end users.

The next meeting of the Commission is scheduled for 1:30 p.m. April 23, 2018 at the District’s East Wenatchee office.
