Douglas County PUD Commissioners Molly Simpson and Aaron J. Viebrock executed the following actions during the July 9, 2018 Commission meeting held at the District’s East Wenatchee office:
Heard bid opening results from bid documents18-25-D, supply and deliver Control and Relay Panels for the Lone Pine Substation and 18-27-W, Construct Conklin Landing RV Park. All bids will be evaluated prior to a recommendation for contract award.
Authorized IPTV Transport Rights Agreement with the Television Network-Sportsman Channel, Inc. These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (18-118)
Awarded contract 18-28-D, supply and deliver Control and Relay Panels for the Lone Pine Substation to Electrical Power Products, Inc. the lowest responsive bidder. (18-119)
Authorized award of contract 18-03-W, supply two 14.4kV to 480 V, 2 MVA, dry type transformers for the Wells Hydroelectric Project to Virginia Transformer Corporation the lowest responsive bidder. (18-120)
Awarded contract 18-19-W, rehabilitate Unit 2 trashracks at the Wells Hydroelectric Project to Hancock Sandblast and Paint the lowest responsive bidder. (18-121)
Authorized a call for bids under bid document 18-20-W, East and West Embankment field exploration at the Wells Hydroelectric Project. (18-122)
Approved task order No 1 to talk order 4-03 under the Master Consulting Services Agreement with Stantec Consulting Services, Inc. Task orders are nearing the authorized not-to-exceed amounts and there is a continued need for construction engineering in connection with rebuilding the Wells Project generating units. (18-123)
Authorized a professional service agreement with Quality Training Systems for Completion of the System Operator Training Program. Necessary to assist the District in creating all training materials and documentation necessary for completion of the District’s System Operator Training Program. (18-124)
Approved amendment No. 1 to cooperative work agreement with US Department of Agriculture regarding replacement of avian exclusionary wires at Wells Dam. Exclusionary wires suspended above the tailwater at the Wells Hydroelectric Project help Douglas PUD meet HCP survival standards, aid in deterring piscivorous birds from feeding on outmigrating salmonids and are a requirement of the HCP. This amendment adds 13 additional wires to the agreement and will increase the not exceed total to $21,943. (18-125)
Authorized approving the Facility Use Agreement with the Spokane Tribe of Indians. Necessary to provide access to District hatchery and trapping facilities for collection, assessment, and propagation of live fish, and for the collection of surplus hatchery returns. (18-126)
Heard a report on the Douglas County Community Network. The network currently has 4,374 end users.
The next meeting of the Commission is scheduled for 1:30 p.m. July 30, 2018 at the District’s East Wenatchee office.
