Douglas County PUD Commissioners Ronald E Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the September 24, 2018 Commission meeting held at the District’s East Wenatchee office:
Authorized a weatherization agreement with the Chelan-Douglas Community Action Council. Douglas PUD has participated in the Washington State Department of Community Development’s Energy Matchmaker Low Income Weatherization Program through the Chelan-Douglas Community Action Council since 1988. Douglas PUD will contribute $60,000 for 2019. The program utilizes matching funds to weatherize houses for low-income residents of Douglas County. (18-155)
Declared miscellaneous items of personal property as surplus to the needs of the District, and authorized the sale of those materials by public auction. The sale, handled by the Chuck Yarbro Auctioneers, is scheduled for Saturday, September 29th. (18-156)
Approved acceptance of work and final payment to Asplundh Tree Expert, LLC under contract 16-12-D, Distribution tree trimming services. All work for the second year is complete and determined to meet bid specifications. (18-157)
Authorized acceptance of work and final payment to ERMCO under contract 18-24-D, supply and deliver 3-phase padmount transformers. All work is complete and determined to meet bid specifications. (18-158)
Awarded contract 18-30-D, supply and deliver seven 15kV, 600 Amp padmount switchgear to Scott Engineering, Inc. the lowest responsive bidder. (18-159)
Approved publication of the Request for Qualifications 18-33-D, general Architectural Services. Necessary for comprehensive Architectural Services to assist the District in performing planning, remodeling, construction and special projects at its East Wenatchee and Bridgeport locations over the next several years. Authorized acceptance of work and final payment to KRCI, LLC. under contract 17-12-W, Pateros dock replacements and boat launch improvements. All work is complete and determined to meet the bid specifications. (18-161)
Awarded contract 18-20-W, East and West Embankment field exploration at the Wells Hydroelectric Project to Holt Services, Inc. the lowest responsive bidder. (18-162)
Approved purchase and sale agreement with Avista Corporation for a slice of Wells Project Output. This agreement runs through December 31, 2023. (18-163)
Approved Northwest Power Pool agreement to amend and restate the agreement to form and appoint designated representative for frequency response sharing group. This amends the existing agreement and extends the term to April 1, 2020. (18-164)
Authorized amendment No. 8 to the agreement with Jacobs Engineering Group, Inc. for consulting engineering services. This amendment will increase the not to exceed limit $1,700,000 for a total not to exceed limit of $10,700,000 and extends the term to October 3, 2019. The agreement is for “on-call” engineering and the scope of services varies from year-to-year depending on the District’s needs for Wells Project operations. (18-165)
Approved execution of intent to grant easement and easement with Steve Smith and Barbara Robinson. The District has a need for an easement for its electrical and communication lines adjacent to the Lone Pine substation. (18-166)
