Commission Meeting Report 2018-11-13

Douglas County PUD Commissioners Ronald E Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the November 13, 2018 Commission meeting held at the District’s East Wenatchee office:

Authorized a professional service agreement with EPC Services to commission the 115 KV portion of the Lone Pine Substation.  The agreement will not exceed $27,124 and will conclude November 30, 2018. (18-188)

Accepted bids received for Douglas PUD surplus items sold by Chuck Yarbro Auctioneers. The auction had a net return of $66,120 for Douglas PUD. (18-189)

Authorized acceptance of work and final payment to Transamerican Power Products, Inc. under contract 18-10-D, supply and deliver tubular steel poles for the Lone Pine Substation.  All work is complete and determined to meet bid specifications. (18-190)

Approved acceptance of work and final payment to Electrical Power Products, Inc. under contract 18-28-D, supply and deliver control and relay panels for the Lone Pine Substation. All work is complete and determined to meet bid specifications. (18-191)

Authorized negotiation of professional service agreement RFQ 18-33-D, general architectural services with The DOH Associates. (18-192)

Approved award of small works bid document 23384 to ABM Janitorial Services, Inc. for building maintenance for the East Wenatchee Headquarters facility. The agreement will not exceed $73,417.56 and will conclude December 31, 2019. (18-193)

Affirmed change order No. 1 to contract 18-20-W, East and West embankment field exploration at the Wells Hydroelectric Project. Additional equipment was requested by FERC. This change increases the not-to-exceed cost $4,242 and extends the completion date to May 31, 2019. (18-194)

Authorized a professional service agreement with Columbia Basin Environmental for total dissolved gas (TDG) monitoring as required under the FERC license and 401 certification. Expenses under the three year agreement shall not exceed $45,957 and it will conclude December 31, 2021. (18-195)

Approved amendment No. 1 to professional service agreement with Washington State Department of Fish and Wildlife for marking and tagging hatchery fish. This amendment will extend the term to December 31, 2019 and increase the not-to-exceed cost $267,788. (18-196)

Authorized a professional service agreement with Columbia Research Specialists for bird hazing at hatcheries and in the Wells Dam tailwater 2019 as required by the Wells Habitat Conservation Plan. Hazing of birds that feed on fish reduces the loss of juvenile fish at the Wells Fish Hatchery and increases fish survival through the dam. The cost of this agreement is not to exceed $65,178 and will conclude December 31, 2019. (18-197)

Approved land use permit 64A-01, 64C-01/139A-01 and 64C-02 to Janet Foyle and Bob Foyle / Foyle Orchards, Inc. The permit is for continued use of Project lands for previously permitted residential landscaping, access road, commercial orchards, irrigation pump and inlet and a single use dock. (18-198)

Authorized approval of a Transmission Planner Agreement with Public Utility District No. 1 of Okanogan County. Certain transmission planning functions are required by NERC standards. (18-199)

The next meeting of the Commission is scheduled for 1:30 p.m. November 26, 2018 at the District’s Wells Hydroelectric Project.
