Douglas County PUD Commissioners Ronald E Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the December 21, 2018Commission meeting held at the District’s East Wenatchee office:
Amended the scheduled 2019 electric rate adjustment. The rate adjustment approved in 2016 and deferred in 2018 will go into effect in January 2019. Except, the basic charge will NOT adjust to $15 as previously approved. The base charge will stay at $13. Changes include the top two energy charge tiers increasing by 1.5% each. The demand charge will increase by $0.30. Most residential customers will not be impacted by these adjustments. (18-220)
Approved Capital Project revolving note No. 1 to the Wells Project.(18-221)
Authorized extension of the signal transport agreement with King Broadcasting Company. These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (18-222)
Approved acceptance of work and final payment to Reeves Lawn and Spray Service, LLC under contract 16-29-W, 2017 grounds maintenance. All work is complete and determined to meet bid specifications. (18-223)
Authorized acceptance of work and final payment to Virginia Transformer Corporation under contract 18-03-W, supply two 14.4 KV to 480V, 2MVA, dry type transformers for the Wells Hydroelectric Project. All work is complete and determined to meet bid specifications. (18-224)
Approved execution of a Compressed Air Medical Directors Agreement with Dr. Tobe H Harberd. The District is required to appoint one or more licensed physicians trained in the physical requirements and the medical aspects of compressed air work and the treatment of decompression illness. (18-225)
Authorized approving the Facility Use Agreement with the Confederated Tribes of the Colville Reservation. Necessary to provide access to District hatchery and trapping facilities for collection, assessment, and propagation of live fish, and for the collection of surplus hatchery returns. (18-226)
Authorized amendment No.3 to Professional Service Agreement with the Okanagan Nation Alliance for the operational deployment and assessment of the Okanagan Fish Water Management Tool as called for in the Wells Habitat Conservation Plan. This amendment modifies the scope, increases the not-to-exceed price $276,746 Canadian dollars and extends the agreement to December 31, 2019. (18-227)
Authorized a professional service agreement with Washington Department of Fish and Wildlife for the 2019 HCP hatchery monitoring and evaluation (M&E) implementation program. The Wells Habitat Conservation Plan requires the development and annual implementation of an M&E plan for the District’s hatchery programs. The agreement is not to exceed $1,048,911 and will conclude December 31, 2019. (18-228)
Authorized renewal of the business travel insurance with CIGNA.(18-229)
Approved an employee assistance program agreement with KEPRO Acquisitions, Inc. For several years Douglas PUD has offered the service of an Employee Assistance Program to all employees and their immediate families. The cost to Douglas PUD is $3.49 per employee per month. (18-230)
Authorized land use permit 135-01, Mark Dawson. The permit is for use of Project lands for a single use boat dock and landscaping. (18-231)
Approved a change in the District’s travel reimbursement policy (Administrative Bulletin 5.13) to reflect changes in the Internal Revenue Service approved mileage rate for 2019. (18-232)
Authorized a legal services agreement with the law firm of Jeffers, Danielson, Sonn and Aylward, P.S. Effective January 1, 2019 through January 1, 2020. (18-233)
The next meeting of the Commission is scheduled for 1:30 p.m. January 14, 2019 at the District’s East Wenatchee office.
