Commission Meeting Report 2019-01-14

Douglas County PUD Commissioners Ronald E Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the January 14, 2019 Commission meeting held at the District’s East Wenatchee office:

Reorganized the Board of Commissioners electing Molly Simpson as President, Ronald E. Skagen as Vice President/Assistant Secretary and Aaron J. Viebrock as Secretary/Treasurer.

Commissioner Aaron Viebrock received his 2 year service award

Authorized legal services provided by Morgan Lewis. The Columbia River Treaty requires a firm with international treaty experience. The agreement will not exceed $150,000 and will expire December 31, 2024. (19-001)

Approved acceptance of work and final payment to Potelco, Inc. under contract 18-02-D, construct Lone Pine Substation. All work is complete and determined to meet bid specifications. (19-002)

Authorized acceptance of work and final payment to Hancock Sandblast and Paint under contract 18-19-W, rehabilitate Unit 2 trashracks at the Wells Hydroelectric Project. All work is complete and determined to meet bid specifications. (19-003)

Approved a call for bids under bid document 19-02-W, Wells Hatchery dirt pond reconfiguration and liner replacement. In order to remain in compliance with the fish mitigation requirements contained within the FERC license, the dirt ponds at the Wells Fish Hatchery need to be reconfigured and the pond liners replaced. (19-004)

Authorized amendment No. 2 to the professional service agreement with the Confederated Tribes of the Colville Reservation for on-call archaeological services. The District has a continuing need for on-call archaeological services regarding the management of archaeological and cultural resources for the Wells Hydroelectric Project. This will extend the expiration date until January 31, 2021. (19-005)

Authorized the City of Brewster 2018-2019 Operations and Maintenance budget for parks. The District’s portion is $69,119 and is required by the Wells Project license. (19-006)

Approved the City of Pateros 2018-2019 Operations and Maintenance budget for parks. The District’s portion is $69,119 and is required by the Wells Project license. (19-007)

Authorized land use permit 603-02, Griffin Freels. The permit is for continued use of Project lands for previously permitted boat dock, irrigation pimp/pipe, seawall and landscaping. (19-008)

Heard a report on the Douglas County Community Network. The network currently has 4,640 end users.

The next meeting of the Commission is scheduled for 1:30 p.m. January 28, 2019 at the District’s East Wenatchee office.
