Commission Meeting Report 2019-08-12

Douglas County PUD Commissioners Ronald E Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the August 12, 2019 Commission meeting held at the District’s East Wenatchee office:

Opened bids under bid document 19-24-D, supply and deliver tubular poles for Rapids Switchyard. The bids will be evaluated prior to a recommendation for contract award.

Authorized change order No 2 to contract 19-03-D, East Wenatchee facilities roof membrane replacement. The painting section has been removed from the scope of work. This change order decreases the total not to exceed limit to $354,435. (19-091)

Approved change order No 1 to contract 19-05-D, supply and deliver Western Red Cedar Poles. It is necessary to replace more poles than originally anticipated. This change order brings the total not to exceed limit to $900,747. (19-092)

Authorized a call for bids under bid document 19-23-D, supply and deliver hydrogen electrolyzer equipment. The District is planning to produce and store hydrogen. (19-093)

Affirmed change order No. 1 to contract 19-02-W, Wells Hatchery dirt pond reconfiguration and liner replacement. Necessary to address various constructability issues, additional excavation, a more robust bird netting center support post and extends the completion date to September 18th.  This change order brings the total not to exceed limit to $2,566,736. Approved execution of a memorandum of agreement with the Department of Archaeology and Historic Preservation for mitigation measures for the Wells Project Gantry Crane Upgrades. (19-095)

Authorized amendment No. 1 to Professional Service Agreement with Historical Research Associates, Inc. to extend the expiration date to August 31, 2022 and include a revised rate schedule. (19-096)

Approved a license for electric supply line across or along railway property with Burlington Northern Santa Fe Railroad Company. In preparation for the construction of the Rapids to Columbia Joint Project 230 kV transmission line, two new railroad crossing permits are required. (19-097)

Authorized interconnection and service agreement with McDougall & Sons, Inc. as required by the Customer Service Policies, Section 36. (19-098)

Approved an increase to the authorized amount of the Legal Services Agreement with the law firm of Paine Hamblen. This agreement will not exceed $40,000 and will conclude December 31, 2021. (19-099)

Heard a report on the Douglas County Community Network. The network currently has 5,025 end users.

The next meeting of the Commission is scheduled for 1:30 p.m. August 26, 2019 at the District’s Bridgeport office.
