Commission Meeting Report 2019-11-25

Douglas County PUD Commissioners Ronald E Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the November 25, 2019 Commission meeting held at the District’s Wells Hydroelectric Project:

Awarded Utilityman II Julie Scheller with her twenty year service award. Commissioner Simpson thanked Julie on behalf of the citizens of Douglas County for her years of service. Julie thanked the Commission.

Awarded Operations Supervisor – Wells Project Brian Hicks with his thirty year service award. Commissioner Simpson thanked Brian on behalf of the citizens of Douglas County for his years of service. Brian thanked the Commission and said “It’s been wonderful working here. I’m blessed more than I deserve.”

Established a hearing for proposed electric rate and pole attachment rate adjustments. The hearing is set for December 9, 2019 at 1:30p.m. in the East Wenatchee Office. (19-146)

Approved acceptance of work and final payment to McFarland Cascade, Inc. under contract 19-05-D, supply and deliver Western Red Cedar poles. All work und​er the contract is complete and determined to meet bid specifications.  (19-147)

Authorized acceptance of work and final payment to Anixter, Inc. under contract 19-07-D, supply and deliver 795 ACSR Overhead Conductor. All work under the contract is complete and determined to meet bid specifications.  (19-148)

Approved acceptance of work and final payment to Holt Services under contract 18-20-W, East and West embankment field exploration at the Wells Hydroelectric Project. All work under the contract is complete and determined to meet bid specifications.  (19-149)

Authorized a call for bids under bid document 19-29-W, 2020 hatchery well and pump maintenance. The District has a need for certain scheduled and unscheduled maintenance and refurbishment work on the wells and pumps located at its hatchery mitigation facilities. (19-150)

Approved a professional services agreement with Skalski Statistical Services in support of the 2020 survival verification study for the Wells Hydroelectric Project.  The agreement will not exceed $69,000 and will conclude June 30, 2021. (19-151)

Approved an agreement for professional services with Bioanalysts, Inc., for the services of Dr. Tracy Hillman as Chairperson of the Wells Habitat Conservation Plan Tributary Committee. This three-year contract is not to exceed $150,000. (19-152)

Authorized amendment No.4 to Professional Service Agreement with the Okanagan Nation Alliance for the operational deployment and assessment of the Okanagan Fish Water Management Tool as called for in the Wells Habitat Conservation Plan. This amendment modifies the rates for services, increases the not-to-exceed price $303,508 Canadian dollars and extends the agreement to December 31, 2020. (19-153)

Authorized a Professional Service Agreement with Badger Mountain Productions. Douglas PUD has a need to document District activities on an ongoing basis. (19-154)

Authorized the funding request of North Central Educational Service District (NCESD) in the amount of $33,399.20 for the 2019-2020 school year. In effect since 1988, agreements between Douglas PUD and NCESD have been established to provide educational curriculum for every kindergarten through fifth grade student in Douglas County. Classes pertain to electrical generation, electric distribution, conservation, safety and wise use of water resources. (19-155)

Renewed aviation insurance for unmanned aircraft systems with Global Aerospace. (19-156)

Approved renewal of excess liability insurance coverage with AEGIS Insurance Services and Energy Insurance Mutual. (19-157)

Authorized renewal of general liability and automobile insurance coverage with Everest National Insurance Company. (19-158)

Approved renewal of lease with Robert Seelbach for Chewuch Acclimation Pond. (19-159)​

The next meeting of the Commission is scheduled for 1:30 p.m. December 9, 2019 at the District’s East Wenatchee office.
