Douglas County PUD Commissioners Ronald E Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the January 13, 2020 Commission meeting held at the District’s East Wenatchee office:
Continued collecting public comment on the proposed Electric Rate. General Manager Gary Ivory presented a modified proposed rate strategy (see link below) and recommended ending the moratorium and changing the resource availability on future applications. Twenty people attended the public comment portion of the meeting with 10 making a comment. Commissioners thanked the public for attending and requested to take action at the next meeting January 27th.
Opened bids under bid document 19-29-W, 2020 Hatchery Well and Pump Maintenance. One bid was received and will be evaluated prior to award recommendation.
Heard the bid opening results under bid document 19-35-W, air compressor addition at the Wells Hydroelectric Project. The bid will be evaluated prior to award recommendation.
Approved Note No. 4 loan from the Electric Distribution System Capital Project Revolving Loan Fund to the Wells Hydroelectric Project. (20-001)
Authorized renewal of professional service agreement with Marsh USA Inc. for insurance brokerage services through December 31, 2022. (20-002)
Adopted the Internal Revenue Service standard mileage rate as the District’s standard mileage rate.(20-003)
Authorized disposal and retirement of obsolete District equipment. These items have met their useful life and will be declared surplus. (20-004)
Established a new pole attachment rate of $22.45 per pole and revised Schedule 7 of the Customer Service Policies.(20-005)
Approved acceptance of work and final payment to General Pacific, Inc, under contract 19-22-D, supply and deliver two 230 KV Breakers for Rapids Switchyard. All work is complete and determined to meet bid specifications.(20-006)
Approved acceptance of work and final payment to WESCO Distribution, Inc under contract 19-27-D, supply and deliver compact 1100 kcmil EPR Primary Underground Cable. All work is complete and determined to meet bid specifications. (20-007)
Approved change order No. 4 to contract 16-32-W, 2017-2018 heavy equipment services for the Wells Hydroelectric Project. Necessary due to unforeseeable prevailing wage rates and legislated mandatory sick leave when the contract was signed in 2016. This will also extend the contract to December 31, 2020. (20-008)
Authorized change order No. 4 to contract 16-33-W, 2017-2018 forebay debris removal services for the Wells Hydroelectric Project. Necessary due to unforeseeable prevailing wage rates and legislated mandatory sick leave when the contract was signed in 2016. This will also extend the contract to December 31, 2020. (20-009)
Affirmed change order No.1 to contract 19-15-W, low resistance grounding equipment for the Wells Hydroelectric Project. Necessary to address design concerns during submittal process. This will increase the contract $4,923 to a total not to exceed cost of $146,687. (20-010)
Approved purchase of 15T compact rough terrain mobile crane from Maxim Crane Works for the Wells Hydroelectric Project at a cost of $312,750. (20-011)
Authorized amendment No. 3 to professional service agreement with Schnabel Engineering. This will add Task 5, Semi-Qualitative Risk Analysis and Task 6, 2019 Dam Safety Surveillance and Monitoring Report to the agreement and increase the not to exceed cost by $168,366. (20-012)
Authorized the City of Brewster 2020 Operations and Maintenance budget for recreation facilities. The District’s portion is $70,570 and is required by the Wells Project license. (20-013)

Authorized approval of land use permit 87A-01, Crystal Brook Estates Dock Association. The permit is for continued use of Project lands previously permitted for a community dock, access path and mitigation plantings. (20-015)
Authorized approval of land use permit 288-01, Lorna Hiltz. The permit is for continued use of Project lands previously permitted for a single use dock and lawn area.(20-016)
Authorized approval of land use permit 302A-02, Jeffrey and Stephanie Russell. The permit is for continued use of Project lands for residential landscaping. (20-017)
Do to schedule conflicts, the Commission rescheduled the February meeting dates to February 3rd in East Wenatchee and February 19th at the Wells Hydroelectric Project. The meetings will be held at 1:30 pm.
The next meeting of the Commission is scheduled for 1:30 p.m. January 27, 2020 at the District’s East Wenatchee office.
