Commission Meeting Report 2020-12-28

​​​​Douglas County PUD Commissioners Molly Simpson, Ronald E Skagen and Aaron J. Viebrock executed the following actions during the December 28, 2020 Commission meeting held at the District’s East Wenatchee office:

Reorganized the Board of Commissioners electing Aaron J. Viebrock as President, Molly Simpson as Vice President/Assistant Secretary and Ronald E. Skagen as Secretary/Treasurer.

Heard the bid opening results for Bid Document 20-13-D, supply and deliver 230 – 115 kV, 225 MVA, Autotransformer to Lincoln Rock Switchyard. All bids will be evaluated prior to award recommendation.

Approved amendment No. 5 to the Video Transport Agreement with KIRO-TV, Inc.  This amendment will extend the agreement to December 31, 2023.  These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network.  (20-241)

Authorized extension of the signal transport agreement with King Broadcasting Company.  This amendment will extend the agreement to December 31, 2023. These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (20-242)

Approved amendment No. 1 to professional service agreement with RH2 Engineering. This amendment will add the design for the Lincoln Rock Switchyard and hydrogen facility to the scope of work and extend the agreement to December 31, 2021. (20-243)

Authorized the acceptance of work and final payment to General Pacific under contract 20-11-D, supply and deliver 795 ACSR overhead conductor. All work is complete and determined to meet the bid specifications. (20-244)

Awarded contract 20-13-D, supply and deliver 230 – 115 kV, 225 MVA, Autotransformer to Lincoln Rock Switchyard to Royal Switchgear Manufacturing Co. the lowest responsive bidder. (20-245)

Awarded contract 20-24-D, supply and deliver 144 count 600ft span ADSS fiber optic cable to General Pacific, Inc. the lowest responsive bidder. (20-246)

Awarded contract 20-25-D, supply and deliver 144 count squirrel and fire resistant ADSS fiber optic cable to General Pacific, Inc. the lowest responsive bidder. (20-247)

Approved a request for qualifications 20-33-D, electrical substation and transmission line design. (20-248)

Authorized amendment No. 1 to professional service agreement with D. Rohr and Associates, Inc. Assistance with regional governmental, regulatory, power and natural resources issues will not-exceed $60,000 and will conclude December 31, 2022. (20-249)

Approved professional service agreement with Buchanan Statistical Consulting LLC for on-call statistical consulting services. Dr. Buchanan will provide the District with on-call statistical consulting services for the design, review and analysis of environmental, license-implementation, and HCP studies. The agreement will not exceed $75,000 and will conclude December 31, 2023. (20-250)

Authorized professional service agreement with Columbia Research Specialists for bird hazing at the Hatcheries and Wells Dam tailrace. The agreement will not exceed $56,103 and will conclude December 31, 2021. (20-251)

Approved a professional service agreement with Washington Department of Fish and Wildlife for the 2021 HCP hatchery monitoring and evaluation (M&E) implementation program. The Wells Habitat Conservation Plan requires the development and annual implementation of an M&E plan for the District’s hatchery programs.  The agreement is not to exceed $1,069,243 and will conclude December 31, 2021. Authorized the District to pursue condemnation for the transmission line easement, Goodwin, Goodwin and Scroggie, Tract 9. The District is interested in obtaining an easement for the 230kV transmission line from the Rapids Switchyard to BPA’s Columbia Substation. (20-253)

Authorized land use permit 77-03, Cascade Holdings Group LP. The permit is for use of Project lands for an existing dock and landscaping. (20-254)

Authorized land use permit 100-05, HMJD Orchards LLC. The permit is for use of Project lands for irrigation pump, access and winter storage. (20-255)

Authorized land use permit 730-01, George Chapman. The permit is for use of Project lands for commercial agriculture. (20-256)

Heard a report on the Douglas County Community Network. The network currently has 6,191 end users.

The next meeting of the Commission is scheduled for 1:30 p.m. January 11, 2021 at the District’s East Wenatchee Office. The District Office is closed to the public in response to the COVID-19 guidance from Governor Inslee.
