Commission Meeting Report 2021-03-08

Douglas County PUD Commissioners Aaron J. Viebrock, Molly Simpson and Ronald E Skagen executed the following actions during the March 8, 2021 Commission meeting held at the District’s East Wenatchee office:

Heard a presentation on the developing power delivery rate. To allow for future load growth within Douglas County, the District is working on a process to procure, schedule, and deliver power resources through the District’s transmission system and electric distribution system. The hearings were scheduled at 1:30pm on February 22 and March 8, 2021. Presentation link here.

Opened bids under Bid Document 21-02-D, supply and deliver 230 x 115 KV-13.2KV, 37.5 MVA, substation transformers to East Wenatchee. All bids will be evaluated prior to award recommendation.

Opened bids under Bid Document 21-07-D, install communications microducting in Douglas County. All bids will be evaluated prior to award recommendation.

Authorized master consulting agreement 20-20-W, engineering support for the generator rebuild and unit refurbishment at the Wells Hydroelectric Project with Stantec. The District has a need for an engineering firm with special expertise in engineering construction management and field inspection with experience in the design, operation, maintenance, and renovation of hydro turbines, generators, and auxiliary systems. This contract will not exceed $6 million and will terminate December 31, 2023. (21-039)

Approved professional service agreement 21-16-W, settlement, alignment and monitoring surveying for the Wells Hydroelectric Project with Erlandsen. This agreement will not exceed $300,000 and terminate December 31, 2023. (21-040)

Authorized professional service agreement with AndiSites Inc. in response to RFP 20-32-W, customer website redesign. This contract will not exceed $54,500 and conclude October 15, 2021. (21-041)

Approved a professional service agreement with Stantec Consulting Services, Inc. to provide geotechnical and specialized dam safety related engineering services. This three year agreement will not exceed $700,000. (21-042)

Approved land use permit 630A-03, Divis Family Trust. The permit is for use of Project lands for existing single use dock, landscaping, irrigation pump, pipe and electrical. (21-043)

Heard a report on the Douglas County Community Network. The network currently has 6,372 end users.

The next meeting of the Commission is scheduled for 1:30 p.m. March 22, 2021 at the District’s East Wenatchee Office. The District Office is closed to the public in response to the COVID-19 guidance from Governor Inslee.
