Commission Meeting Report 2021-03-22

Douglas County PUD Commissioners Aaron J. Viebrock, Molly Simpson and Ronald E Skagen executed the following actions during the March 22, 2021 Commission meeting held at the District’s East Wenatchee office:

Heard a response to public comment collected during the Power Delivery Rate public hearing process. To allow for future load growth within Douglas County, the District is working on a process to procure, schedule, and deliver power resources through the District’s transmission system and electric distribution system. Presentation link here.

Opened bids under bid document 21-12-D, supply and deliver compact 1100 KCMIL EPR primary underground cable. All bids will be evaluated prior to award recommendation.

Heard the bid opening results for bid document 21-03-D, supply and deliver hydrogen storage tanks. All bids will be evaluated prior to award recommendation.

Approved renewal of the District’s video transport agreement with AXS/HDNET LLC. These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (21-044)

Authorized renewal of contract 20-05-W, hatchery well and pump maintenance for an additional year with H2O Well Service, Inc. The contract will not exceed $205,000 and will expire March 31, 2022. (21-045)

Approved change order No. 1 to contract 20-29-D, supply and deliver 230-115kV, 225 MVA, autotransformer to Lincoln Rock Switchyard. This will change a specification of a transformer but not the contract cost. (21-046)

Authorized award of contract 21-03-D, supply and deliver hydrogen storage tanks to FIBA Technologies, Inc. the lowest responsive bidder.  The District is designing a hydrogen production facility, which requires specialized tanks for storing and fueling purposes. This contract will not exceed $3,235,050. Approved award of contract 21-07-D, install communications microducting in Douglas County to Cascade Cable Constructors, the lowest responsive bidder. Necessary to allow more customers access to communication services, this contract will not exceed $500,000 and will expire December 21, 2021. (21-048)

Authorized a call for bids under bid document 21-11-D, supply and deliver bus support steel to Lincoln Rock Switchyard. (21-049)

Approved a call for bids under bid document 21-13-D, supply and deliver 230kV breakers to East Wenatchee. (21-050)

Authorized acceptance of work and final payment to KRCI under contract 16-32-W, 2017-2018 heavy equipment services for the Wells Hydroelectric Project. All work is complete and determined to meet bid specifications. (21-051)

Approved a professional service agreement with Biomark, Inc. for operating and maintaining PIT-tag detection systems, tagging and related services for 2021-2024. Necessary for license compliance, this contract will not exceed $650,000 and will expire March 31, 2024. (21-052)

Approved land use permit 89-02, Shawn and Klancy O’Connell. The permit is for use of Project lands for existing, previously permitted agriculture. (21-053)

Approved land use permit 312B-04, Ron Anderson. The permit is for use of Project lands for existing landscaping. (21-054)

The next meeting of the Commission is scheduled for 1:30 p.m. April 12, 2021 at the District’s East Wenatchee Office. The District Office is closed to the public in response to the COVID-19 guidance from Governor Inslee.
