News Release – November 22, 2021
Douglas County PUD Commissioners Aaron J. Viebrock and Molly Simpson executed the following actions during the November 22, 2021 Commission meeting held at the District’s Wells Hydroelectric Project:
Reviewed the bid opening results under bid documents 21-49-D, construct Urban Industrial Substation and 21-37-D, construct Hydrogen Production and Fueling Facility. All bids will be evaluated prior to contract award recommendation.
Approved acceptance of work and final payment to Cascade Cable Constructors, Inc. under contract 21-07-D, install communications microducting in Douglas County. All work is complete and determined to meet bid specifications. (21-195)
Authorized IPTV transport rights agreements with AMC Network Entertainment, IFC TV, SundanceTV, WEtv and New Video Channel America. These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (21-196)
Approved land use permit 10D-01, Columbia Run Properties, LLC. The permit is for use of Project lands for an existing walking path and vegetation management. (21-197)
Continued the budget hearing for the Distribution System and Wells Hydroelectric Project for calendar year 2022. The hearing will remain open until Monday, December 13, 2021 at 1:30 p.m. in the East Wenatchee office.
Opened the public hearing to identify vulnerable populations in accordance to the Clean Energy Implementation Plan. No public comment was received. The hearing was closed.

Awarded Kyle Wilfong, Journeyman Electrician with his twenty five year service award. Commissioner Viebrock thanked Kyle on behalf of the citizens of Douglas County for his years of service. Kyle thanked the commission and said “It is fun working here with lots of good people. We are serious, but it’s a good place to work.”
Rejected bids received under Bid Document 21-37-D, construct Hydrogen Production and Fueling Facility due to uncertainties in the bid proposals. (21-198)
Authorized amendment No. 2 to professional service agreement with Electrical Consultants, Inc. to increase the contract limit to $1,600,000. (21-199)
Awarded contract 21-49-D, construct Urban Industrial Substation to Michels Pacific Energy, Inc. the lowest responsive bidder. (21-200)
Approved a notice to proceed for the seventh unit generator work under contract 06-41-W, with Toshiba America Energy Systems Corporation. (21-201)
Authorized amendment No. 1 to professional service agreement 21-18-W, mechanical engineering for life safety projects at the Wells Hydroelectric Project with KGS Group. This will extend the contract to December 31, 2023 and increase the not-to-exceed amount to $300,000. (21-202)
Established a public hearing to accept input on the Clean Energy Implementation Plan. The hearing will be held December 13, 2021 at 1:30pm. Public participation is available by phone and video. Instructions will be at the top of the agenda posted the Friday before the meeting. (21-203)
Heard a report on the Douglas County Community Network. The network currently has 6,892 end users.
Rescheduled the December 27, 2021 regular meeting of the Commission to December 20, 2021. It will be held at 1:30pm at the District’s East Wenatchee Office.
The next regular meeting of the Commission is scheduled for 1:30 p.m. December 13, 2021 at the District’s East Wenatchee Office.
