The successful incumbent for this position will be hired at the hourly rate of $61.18. This rate includes an automatic hourly wage differential of $1.00 for meals and 1.5% climbing allowance. Journeyman Linemen are also eligible for an additional 3% Responder rate adder upon qualification after six months.


The Journeyman Lineman is responsible for constructing, maintaining, and repairing the electrical distribution system within Douglas County as directed by the Distribution Superintendent or other designated supervisor. The successful applicant must reside within 30 minutes of East Wenatchee Headquarters or relocate within six months of hire.

This position is covered by the Collective Bargaining Agreement and is subject to a one-year probationary period.


  • Install and connect underground and overhead poles, pole hardware, line equipment, and auxiliary equipment.
  • Install and remove all types of overhead and pad mount transformers.
  • Perform work on voltage regulators, reclosures, pad mount switch gear, capacitors, oil circuit breakers, and gang switches.
  • Operate a variety of District equipment including line trucks, bucket trucks, backhoes, wirepullers, and power and hand tools.
  • Perform work on meter bases.
  • Trim trees as required to maintain power line clearance.
  • Assist in investigating outages and respond to 24 hour standby call outs.
  • Support the District’s mission and value statements in the performance of job duties.
  • Work respectfully and cooperatively with diverse groups of people and maintain professional interactions at all times in the workplace.

  • Adhere to the District’s Safety Policy and Procedures.
  • Employees with a Commercial Driver’s License must participate in DOT alcohol and drug testing, including marijuana, in compliance with FMCSA regulations.
  • Operate District vehicles that may be equipped with a GPS device that monitors vehicle location while conducting business on behalf of the District.

Due to the nature and scope of the essential functions, the importance of personal interactions between this position, employees, customers, and other members of the public, and the availability of job-related tools, equipment and resources at work, performance of the essential functions requires regular, consistent, on-site attendance while working independently and with others.


  • Ability to work independently and exercise sound judgement.
  • Knowledge and understanding of Washington State Electrical Workers Safety Rules and Regulations.
  • Good knowledge of electrical theory.
  • Ability to read and interpret designs and specifications related to electric distribution and transmission.
  • Proficiency with the “hot stick method” on primary voltages and the “gloved method” on secondary voltages is required.
  • Ability to climb poles using conventional climbing gear.
  • Basic computer skills and ability to maintain records and fill out forms.
  • Ability to communicate well with others.


Must have a high school diploma or equivalent and have successfully completed an approved minimum 3-year electrical lineman apprenticeship program.

Must possess or obtain and maintain:

  • Hold a valid journeyman lineman certificate.
  • A valid Washington State Class A CDL Driver License with an air brake endorsement and proof of good driving record is required for this position (will be verified upon job offer). Out-of-state candidates must acquire a Washington State driver’s license within 30 days of employment.
  • Must possess and maintain flagging certifications and valid First Aid and CPR certification cards.


  • Ability to distinguish basic colors.
  • Ability to repeatedly lift heavy objects, sometimes weighing up to 75 pounds.
  • Ability to work in elevated areas, climb ladders, power poles, stairs, and structures and walk over uneven surfaces.
  • Ability to work outdoors in all weather conditions.
  • Must have a full range of hearing and sight for personal safety.
