News Release – May 16, 2022

Douglas County PUD Commissioners Aaron J. Viebrock, Molly Simpson and Ronald E Skagen executed the following actions during the May 16, 2022 Commission meeting held at the District’s Wells Hydroelectric Project:

Heard the bid opening results for bid document 22-33-D, wood transmission poles. All bids will be evaluated prior to recommendation for contract award.

Affirmed change order No. 4 to contract 21-33-D, hydrogen and Lincoln Rock Switchyard utility installations. The change includes a retaining wall, additional grading and measures to prevent run-off debris from entering the switchyard. This will increase the contract not to exceed cost by $28,600. (22-088)

Authorized a call for bids under bid document 22-06-D, rebuild and reconductor Rocky Reach to Chelan Falls No. 1 Phase 2. (22-089)

Awarded contract 22-33-S, wood transmission poles to Bell Lumber and Pole Company the lowest responsive bidder. (22-090)

Approved the salvage of a three phase distribution transformer which is non-repairable. (22-091)

Authorized an Interlocal cooperative agreement with Grant PUD for lamprey collection 2022-2027.  Necessary under the Pacific Lamprey Management Plan, this agreement will not exceed $10,000 annually. (22-092)

Approved a call for bids under bid document 21-53-W, fire protection system upgrades and miscellaneous piping at the Wells Hydroelectric Project to provide safe and reliable systems. (22-093)

Authorized a professional service agreement 22-36-W, with BioAnalysts, Inc. for steelhead stock assessment and pit-tagging at the Priest Rapids OLAFT. As required under the Wells Habitat Conservation Plan, this agreement will not exceed $70,286 and will conclude June 30, 2023. (22-094)

Approved issuance of Wells Revenue Bonds Series 2022. (22-095)

Authorized change order No. 5 to Contract 21-33-D, hydrogen and Lincoln Rock Switchyard utility installations. The change includes a pre-fabricated restroom, extended water supply lines, additional electrical infrastructure, extended privacy berm and a gated access. This will increase the contract not to exceed cost by $287,300. (22-096)

Affirmed professional service agreement with CBS Field Services to commission Lincoln Rock Switchyard. This Agreement will not exceed $375,000 and expires on September 30, 2022. (22-097)

Approved change order No. 95 to contract 06-41-W, generator rebuild and unit refurbishment for the Wells Hydroelectric Project.  This change sets the escalation amount for the 7th unit. (22-098)

Affirmed change order No. 2 to contract 21-57-W, Unit 7 spillway and gate repair at the Wells Hydroelectric Project. This change will provide spare bushings, replace unusable damaged parts and chrome wheel axles at a cost increase of $39,683. (22-099)

Authorized professional service agreement 22-39-W, evaluation of Spencer Canyon Fault with Lettis Consultants International, Inc. This agreement is not to exceed $600,000 and will conclude April 30, 2024. (22-100)

Approved Service Area Agreement with Grant PUD. This agreement establishes the terms of serving customers in these adjoining counties as allowed by RCW 54.48.010. (22-101)

Heard a report on the Douglas County Community Network. The network currently has 7,206 end users.

The next regular meeting of the Commission is scheduled for 1:30 p.m. June 6, 2022 at the District’s East Wenatchee Office.
