Douglas County PUD Commissioners Ronald E Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the March 12, 2018 Commission meeting held at the District’s East Wenatchee office:
Authorized reserved capacity agreement with One Eyed Jack, LLC to reserve substation capacity for future installation. (18-029)
Approved reserved capacity agreement with Blackhawk Development, Inc. to reserve substation capacity for future installation. (18-030)
Authorized interconnection and service agreement with Logon Business Systems, LLC as required by the Customer Service Policies, Section 36. (18-031)
Approved execution of an interlocal cooperative agreement for road improvements with Douglas County. Douglas County has initiated a project to construct 35th St NW. This agreement will coordinate utility work in the County’s road project bid package. (18-032)
Authorized amendment No. 4 to the interlocal cooperative agreement for water utility billing and payment collection with Greater Bar Water District. The amendment extends the agreement to March 2020, adjusts the compensation rate for services and moves bill calculation responsibility to the water district. (18-033)
Approved dissolution of the Rio Vista Street Lighting Local Utility District. The City of East Wenatchee has agreed to take over street lighting ownership and maintenance in this area. (18-034)
Declared turtle meters surplus and authorized disposal to Pend Oreille PUD. Obsolete meters left in inventory have no value and are no longer of use to the District. (18-035)
Authorized acceptance of work and final payment to WESCO Distribution, Inc. under contract 17-21-D, supply and deliver compact 110 KCML EPR Primary Underground Cable. All work has been completed and determined to meet bid specifications. (18-036)
Approved a call for bids under bid document 18-07-D, supply and deliver 3-phase padmount transformers. (18-037)
Authorized a call for bids under bid document 18-09-D, supply and deliver bus support steel for the Lone Pine Substation. Necessary to serve the McNeil Canyon Area. (18-038)
Approved a call for bids under bid document 18-10-D, supply and deliver tubular steel for the Lone Pine Substation. Necessary to serve the McNeil Canyon Area. (18-039)
Authorized a call for bids under bid document 18-12-D, supply and deliver compact 1100 KCMIL EPR primary underground cable. (18-040)
Approved a call for bids under bid document 18-15-D, supply and deliver high amperage padmount switchgear. (18-041)
Authorized amendment No. 11 to Agreement for Engineering Services with HDR Engineering under contract 11-13-W. This change will extend the agreement through August 31, 2018. (18-042)
Affirmed change order No. 16 to contract 14-19-W, Wells Hatchery Modernization. Necessary to address intent of the mitigation programs and provides a safe working environment for District personnel. This change order increases the contract $432,932 bringing the total not to exceed limit to $37,804,652. (18-043)
Approved a call for bids under bid document 18-13-W, performing berm breaching at Cassimer Bar. A license requirement to restore flood plain function to the lower Okanogan River. (18-044)
Authorized a professional service agreement with Anchor QEA, LLC for HCP Policy and Coordinating committees Chairperson and administrative services for the Policy, Coordinating and Hatchery Committees. This three year agreement conclude January 31, 2021 and will not exceed $250,000. (18-045)
Approved a professional service agreement with BioAnalysts, Inc., for the services of Dr. Tracy Hillman as Chairperson of the HCP Hatchery Committee. This three year agreement will conclude January 31, 2021 and will not exceed $114,000. (18-046)
Authorized change orders No. 80 to contract 06-41-W, generator rebuild for unit refurbishment for the Wells Hydroelectric Project. These changes include restacking of Unit 2 rotor rim laminations, providing 44 replacement rotor poles, engineering and design support and transportation of wicket gates to service center. This will increase the contract $914,443, bringing the total not to exceed amount to $192,252,163. (18-047)
Approved acceptance of work and final payment to ABM Janitorial Services for the first and second year under contract 15-26-W, building maintenance for the East Wenatchee facility. All work has been completed and determined to meet the bid specifications. (18-048)
Affirmed change order No. 4 to contract 17-02-W, service and draft tube air compressor upgrades at the Wells Hydroelectric Project. Changes include the addition of piping and valves to allow interconnection of a temporary compressor in the event one of the permanent compressors is out of service. This change will increase the contract $9,660 bringing the total not-to-exceed cost to $1,423,052. (18-049)
Authorized professional service agreement with Kestrel Power Engineering LLC under contract 17-15-W, model testing and verification at the Wells Hydroelectric Project for NERC standards. The District is required to perform field verification model testing on various systems and equipment. This agreement with expire June 30, 2018 and is not-to-exceed $53,000. (18-050)
Approved professional service agreement with DOH Associates, PS under contract 17-28-D, professional design services for Bridgeport office building roof membrane replacement. This agreement with expire November 2, 2018 and is not-to-exceed $25,000. (18-051)
Amended resolution 18-026, change order No. 1 to contract 17-12-W, Pateros boat dock replacements and improvements. The previously listed contract amount was incorrect. The correct contract amount is $747,367.50. (18-052)
Heard a report on the Douglas County Community Network. The network currently has 4,040 end users.
The next meeting of the Commission is scheduled for 1:30 p.m. March 26, 2018 at the District’s East Wenatchee office.
