Commission Meeting Report 2018-04-23

Douglas County PUD Commissioners Ronald E Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the April 23, 2018 Commission meeting held at the District’s East Wenatchee office:

Awarded Line Foreman Danny Monson with his twenty-year service award. Commissioner Skagen thanked Danny on behalf of the citizens of Douglas County for his years of service. Danny thanked the Commission and said “It has been fun working here.  I get to see and do a lot of fun things. Good people to work with.”

Awarded Lead Warehouseman Jeff Hammond with his twenty-year service award. Commissioner Skagen thanked Jeff on behalf of the citizens of Douglas County for his years of service. Jeff thanked the Commission and said “I’m honored to work here. I enjoy my co-workers. It’s a great place to work.”

Awarded Power Resource Coordinator Sharon Liebert with her forty-year service award. Commissioner Skagen thanked Sharon on behalf of the citizens of Douglas County for her years of service. Sharon thanked the Commission and said “We had a mainframe when I first started, it’s a lot different now.”

Heard the bid opening results for bid document 18-10-D, supply and deliver tubular steel for the Lone Pine Substation, 18-14-W, supply and deliver one truck/chassis with 2,500 gallon fish transport tank to the Wells Fish Hatchery and 18-16-W, supply and deliver one truck/chassis with 1,500 gallon fish transport tank to the Wells Fish Hatchery. All bids will be evaluated prior to a recommendation for contract award.

Approved declaring the Underdog Puller surplus and authorized trade in of equipment. The equipment is obsolete and no longer useful to District Operations. (18-068)

Authorized acceptance of work and final payment to ERMCO under contract 17-22-D, supply and deliver 2500 KVA Distribution Transformers. All work has been completed and determined to meet the bid specifications.  (18-069)

Approved a call for bids under bid document 18-02-D, construct Lone Pine Substation. Necessary to serve the McNeil Canyon area. (18-070)

Authorized award of contract 18-10-D, supply and deliver tubular steel poles for the Lone Pine Substation to TransAmerican Power Products Inc. the lowest responsive bidder. (18-071)

Approved award of contract 18-15-D, supply and deliver high amperage padmount switchgear to General Pacific, Inc. the lowest responsive bidder.  (18-072)

Authorized a call for bids under bid document 18-18-D, perform 2018 on-site battery testing services. Necessary for compliance with NERC PRC-005. (18-073)

Rejected bids under bid document 18-07-D, supply and deliver 3-phase padmount transformers. There was a clerical error on the bid document. (18-074)

Approved a call for bids under bid document 18-24-D, supply and deliver 3-phase padmount transformers. (18-075)

Authorized acceptance of work and final payment to Irrigation Technology and Control, INC. for the first year under contract 16-25-W, 2017 hatchery well and pump maintenance. All work has been completed and determined to meet bid specifications. (18-076)

Approved a call or bids under bid document 18-03-W, supply two 14.4 KV to 480V, 2 MVA, dry type transformers for the Wells Hydroelectric Project. Necessary to provide redundant electrical service. (18-077)

Authorized a call for bids under bid document 18-05-W, replacement of cooling water strainer for the Wells Hydroelectric Project.  Necessary to facilitate the refurbishment of the existing original strainers. (18-078)

Authorized a professional service agreement with Anchor QEA, LLC for Aquatic Settlement Work Group chair. This three year agreement will not exceed $209,625. (18-079)

Authorized adjustments to certain technical, professional and administrative salaries. An adjustment to salaries of 2.75% and other adjustments to recognize promotions, performance, responsibility and job market trends are necessary to continue to attract and retain a qualified workforce. (18-080)

The next meeting of the Commission is scheduled for 1:30 p.m. May 14, 2018 at the District’s East Wenatchee office.
