Commission Meeting Report 2019-10-14

Douglas County PUD Commissioners Ronald E Skagen, Molly Simpson and Aaron J. Viebrock executed the following actions during the October 14, 2019 Commission meeting held at the District’s East Wenatchee office:

Heard the bid opening results for bid document 19-23-D, supply and deliver Hydrogen Electrolyzer equipment.

Authorized surplus and salvage of Distribution transformers and regulators that are no longer in use and have exceeded the life expectancy. The equipment will be sold to Transformer Technologies for $881.81. (19-124)

Rejected the bid under bid document 19-23-D, supply and deliver Hydrogen Electrolyzer Equipment. The bid received was considered non-responsive.   As authorized by RCW 54.04.080, if a responsive bid is not received, the commission may negotiate a contract for such work to be performed by others, in lieu of readvertising. (19-125)

Approved change orders No. 84-86 to contract 06-41-W, generator rebuild for unit refurbishment for the Wells Hydroelectric Project. These changes include a replacement turbine runner, spare wicket gate, additional work necessary through field work orders, established a new unit completion time frame and incorporated escalation pricing. This will increase the contract $7,548,492 bringing the total not-to-exceed amount to $204,571,186. Authorized change order No. 2 to contract 17-01-W, upgrade the 300T Gantry Crane at the Wells Hydroelectric Project. Changes include relocation of basket for better visibility, LED lighting and a second lifting device. This change will increase the contract $257,644 bringing the total not-to-exceed cost to $8,107,503 and extends the completion date to February 14, 2020. (19-127)

Affirmed change order No. 2 to contract 19-02-W, Wells Hatchery dirt pond reconfiguration and liner replacement. Necessary to address various constructability issue, install slots for the control and fish release structure and extends the completion date to October 10th.  This change order brings the total not to exceed limit to $2,579,739. (19-128)

Approved amendment No. 2 to professional service agreement with Schnabel Engineering to participate in the East and West Embankment Field Exploration Program (task 2), make a 3D model of the East Embankment (task 3) and support the Board of Consultants work (task 4). This will increase the contract $718,396 and extend the expiration date to December 31, 2020. (19-129)

Authorized the purchase of real property from Lyle and Julie Hamon for location of a substation/switchyard and a hydrogen production and storage facility. (19-130)

Authorized renewal of Fiduciary Liability Insurance with American Insurance Group. (19-131)

Approved the annual renewal for Directors and Officers and Employment Practices Liability Insurance with American Insurance Group. (19-132)

Rescheduled the November 11th Commission Meeting to November 12th  due to the Veteran’s Day holiday. This meeting will be held in East Wenatchee at 1:30 p.m.

The next meeting of the Commission is scheduled for 1:30 p.m. October 28, 2019 at the District’s East Wenatchee office.
