Determination of Environmental Nonsignificance

Public Utility District No.1 of Douglas County has entered a determination of environmental non-significance, (DNS), for the proposed action under the State Environmental Policy Act, (RCW 43.21C), as amended.  The lead agency for this proposal has determined that the subject action does not have a probable significant adverse impact on the environment.  An environmental impact statement (EIS) is not required under 43.21C.030(2)c.  This decision was made after review of a completed environmental checklist and other information on file with the lead agency.

This DNS is issued under WAC 197-11-340(2); the lead agency shall not act on this proposal for 15 days from the date below.  Written comments must be submitted by August 10th, 2022.  Written comments should be submitted to John M. The issuance of the determination of environmental nonsignificance, for which notice is hereby given, is for the following action:

Public Utility District No.1 of Douglas County proposes to construct a new 230kV transmission line loop which will be constructed and interconnected from an existing 230 kV transmission corridor and line to a substation 1000ft south of the intersection of Urban Industrial Way and 10th Street NE., Douglas County.  The total length of the project will be approximately 6 miles.  0.8 miles of the 6 mile transmission line loop will be installed as a double circuit line along the existing Eastmont –Pangborn 115kv transmission line corridor.

The location of the proposed project begins at an existing transmission line corridor in Section 34, Township 23 N., Range 21 EWM, Douglas County and travels southwesterly to a substation 1000ft south of the intersection of Urban Industrial Way and 10th Street NE, Douglas County. The transmission line then exits the substation and travels southeasterly via the existing Eastmont-Pangborn 115kV transmission line corridor and once again interconnects to the existing 230kV transmission line corridor to the southeast of the stated substation in Section 2, Township 22N., Range 21 EWM. The transmission line project will be located in Sections 2, 4, 9, and 10 of Township 22N., Range 21 EWM and Section 34, Township 23 N., Range 21 EWM, all located within Douglas County.
